The State Water Resources Control Board's Division of Water Quality, Sustainable Water Plans and Policies Section has an opening for a permanent full-time Environmental Scientist to join a dynamic team environment in the Recycled Water and Desalination Unit.
The position may be located either 1) remotely, reporting to the Central Coast, Los Angeles, Santa Ana or San Diego Regional Board office, space permitting; or 2) at 1001 I Street, 15th Floor, Sacramento, right in the heart of downtown next to light rail stations, other public transportation, restaurants and more. Due to the COVID-19 public health emergency, full-time telework is expected.
Duties:
The incumbent will act in a lead capacity to implement and develop amendments to the Water Quality Control Plan for Ocean Waters of California (Ocean Plan) desalination provisions, which is a statewide policy to permit seawater desalination facilities in a manner that minimizes impacts to marine life. The incumbent will:
- Draft and review technical documents, utilizing scientific knowledge and skills, to develop and amend water quality control plans and policies in accordance with environmental laws and regulations. Prepare and review the associated documents including staff reports, fact sheets, briefing notes, response to comments, etc.
- Review technical documents relating to proposed seawater desalination facilities (e.g., dilution studies, alternative sites analyses, intake feasibility studies, impingement and entrainment studies, mitigation plans) and provide summaries of findings and recommendations.
- Utilize excellent critical thinking skills to analyze, evaluate, and synthesize available information and present reasoned conclusions and recommendations in technically accurate presentations, correspondence, and briefing documents.
- Utilize technical scientific knowledge and skills to support the Unit regarding water quality issues, including but not limited to recycled water, produced water, stormwater, industrial reuse, wastewater, desalination, salts and nutrients, and constituents of emerging concern (CECs).
- Coordinate with Water Boards staff, state and federal agencies, private entities, scientific experts, and stakeholders, including scheduling and facilitating meetings, compiling feedback, and presenting recommendations.

Pay: $4,145.00 - $7,926.00 per month
