Procurement Manager

- Oversight of all activities surrounding materials management including the implementation, management and updating standard operating procedures, processes and procedures in regards to Purchasing, Materials Management, Warehouse Management, Inventory Control, Receiving and Issuing of materials, the procurement process, vendor selection and database management.

Key Responsibilities:

- Input, approval and maintenance of the approved supplier database.
- Management of the supplier chain.
- Management of supplier warranty.
- Oversee all purchasing activities with the support of Corp Finance to ensure compliance with policy and effective governance.
- Establishment and maintenance of optimized min/max levels in the data management system.
- Participation in the development and management of the Obsolescence Registry.
- Liaising with corporate to ensure supplier development program
- Liaising with local QA/QC and Corp QA/QC as required to ensure all levels of supplier quality assessments are identified, documented and conducted ( FAI - first article inspection, random auditing, in process inspections, post-delivery inspections, etc ).
- Management of supplier or third party investigations into failures including arranging component teardowns and finding reports.
- Management of supplier performance reviews.
- Management of supplier performance issues including reliability issues etc.
- Identification of more cost effective material options liaising with the Material Solutions and Corp procurement departs to capitalize on global purchasing power.
- Leading cycle counts and annual inventory counts as per contractual requirements and Bombardier policy.
- Liaise closely with Engineering regarding upcoming capital work, overhaul work or changes to the maintenance regime that may impact purchasing demands or vendor identification.
- Participate in daily, weekly and monthly performance reviews with the "key management" team as requested.
- Participate in twice daily visual management reviews to address any key materials issues.

Skills, Experience, Education:

- A minimum of nine years' of relevant procurement experience overseeing staff, warehouse activities, purchasing, vendor management, Just-in-Time delivery, cycle counts, and a material management database system.
- Strong understanding, knowledge and experience with purchasing policies, local, State and Federal regulations and overall procurement governance is critical.
- Ability to interact and work closely with the Key Management team, Engineering, QA/QC, LEAN/CI, NCTD and supplier/vendors is essential.
