JOB SUMMARY
The Technical Program Management lead is a critical role accountable to ensure delivery of all capabilities impacting and enabling advanced technology and data product solutions for Spectrum Reach. This position will be responsible for coordinating execution of end-to-end technology strategies across Product Management, Engineering and Architecture teams to support funded portfolio initiatives and communicating with key stakeholders. This position is responsible for managing the portfolio lifecycle, facilitating strategy and planning processes, ensuring portfolio delivery success in an agile operating model. This includes accountability for financial visibility to the leadership team. This leader works across product management and engineering in partnership to ensure product teams meet requirements and deadlines for business capabilities.

The desired candidate will have exceptional program management skills, demonstrated expertise in Agile and scaling methodologies, a high degree of emotional intelligence and business acumen, a successful track record in driving bold business outcomes, and a servant leadership mindset. In addition, the successful candidate will possess a strong background in workflow management, agile systems, and methodologies.

MAJOR DUTIES AND RESPONSIBILITIES

  • Provide timely visibility of critical business-impacting technology issues to business and technology leaders to ensure business-impacting issues are communicated in business language and provide coordination to ensure ongoing status is communicated and contingency options
  • Assessing the Scrum Maturity of the team, organization, and coaching the team to higher levels of maturity, at a pace that is sustainable and comfortable for the team and organization
  • Serve as Coach and Mentor within the organization to facilitate adoption & maturity
  • Work between the product manager and internal & external teams, guiding the organization on how to use Agile/Scrum practices and values to achieve customer goals
  • Working with product managers to generate new, improved, or unique solutions and embrace new ideas to sustain and/or expand our organization, focusing on continuous improvement as well as new innovations, including deliverables and release deadlines
  • Facilitating scrum, sprint planning, sprint demo, and retrospective meetings to facilitate teams to increase creativity while improving efficiency
  • Achieving specific milestones through accurate forecasting and providing deliverables in an iteration while tracking and removing any impediments
  • Facilitating getting the work done without coercion, assigning, or dictating the work
  • Facilitating discussion, decision making, and conflict resolution, while guiding the team on how to get the most out of self-organization
  • Coaching software engineers on engineering best practices and non-functional features
  • Assisting with internal and external communication, improving transparency, and radiating information
  • Ensuring that a Scrum team lives by the practices and rules of Scrum and its value
  • Define key quantitative and qualitative SCRUM/KPI's
  • Setting up and iterating on team processes and agile ways of working
  • Owning the roadmap, ensuring that our roadmap commitments align with work being brought into sprints
  • Develop strong relationships with teams across the organization (Business & Tech)
  • Be a thoughtful leader and drive both technical and business priorities and roadmaps
  • Maintains overall financial and milestone status of capabilities across product engineering teams and provides visibility across investment portfolio ensuring planned scope, priority, risk, milestone and financial changes are surfaced in a timely manner, ensures strategies and recommendations for addressing each are provided and result in aligned decisions
  • Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
  • Experience leading teams in an Agile/Scrum environment.
  • Expertise in the SDLC process, with a focus on scoping, iteration planning, user story and acceptance criteria writing, rollout management
  • Ability to communicate in a clear, straight-forward, and professional manner
  • Ability to drive multiple projects and tasks
  • Advanced knowledge of current software development methodologies and practices
  • Ability to organize and delegate work to various levels of management and software professionals
  • Experience with Jira
Education
Bachelor's degree in Software Development, IT/IS Management, Engineering or equivalent experience required

Related Work Experience
Software Engineering experience
Leadership experience

PREFERRED QUALIFICATIONS
Skills /Abilities and Knowledge
  • Knowledge of Agile methodology and frameworks like Scrum, Kanban, XP, etc.
  • Knowledge about Agile techniques like User Stories, Continuous Integration, ATDD, TDD, Continuous Testing, Pairing, Automated Testing, Agile Games
  • Know about the value of metrics and incremental delivery
  • Expert in estimation and planning
  • Experience organizing and facilitating the sprint planning meetings
  • Must be able to train individuals and teams in processes and tools,
  • Experience in Infrastructure, or Technology Operations
  • An effective, clear, and friendly communicator (verbally and in writing)
  • Self-driven and resourceful to achieve goals independently as well as work well in groups

The pay for this position has a minimum of $135,300.00. The actual salary offer may be higher as we carefully consider a wide range of factors, including your skills, qualifications, experience and location. Also, certain positions are eligible for additional forms of compensation such as bonuses.
