Project Summary

USDA's Farm Production and Conservation (FPAC) is the Department's focal point for the nation's farmers and ranchers and other stewards of private agricultural lands and non-industrial private forest lands. FPAC agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending, and disaster programs. Within FPAC, the Information Solutions Division (ISD) Business Operations Branch (BOB) IT Acquisition Section (ITAS) supports the acquisition of IT services for FPAC ISD-related programs. With an IT budget exceeding $800M annually, DRT supports the ITAS in (1) making timely, correct, and complete program decisions and implementing uniform acquisition planning; and (2) implementing practices that enhance transparency and reduce risks in implementing IT programs, complying with reporting requirements. DRT also supports the Contractor Onboarding Process for all contractors that are applying to work within FPAC.

DRT is seeking a Business Analyst to support the IT Acquisition Team. The Business Analyst will primarily support contracting officer representatives (COR) with tasks throughout the acquisition lifecycle. Success in this role requires a candidate who can handle a high degree of flexibility, works well in a fast-paced environment, and thrives on dealing with ambiguity, balancing frequent changes in priority, and managing complex relationships with a delivery team and customers in multi-geographical locations across the US.

Responsibilities

  • Directly supports the IT Acquisition Team
  • Gather and manage data calls
  • Maintain portfolio-level procurement schedules and weekly status reports for all planned and active procurements
  • Execute tasks as instructed and outlined within the government's acquisition procedures
  • Work with the workstream lead on completing reports (internal & external)
  • Provide recommendations on solutions and risk mitigations
  • Coordinate and review audit responses
  • Work with cross-functional organizations with a focus on delivering value and outcomes to our client
  • Ability to work independently, as well as on a team
  • High attention to detail
  • An understanding of Federal contracts management

Qualifications

  • Must be able to obtain a Public Trust clearance

Required Experience

  • Experience working independently to ensure timeliness and quality of work, managing client interactions, and reporting process/issues
  • Experience prioritizing work in a fast-paced environment
  • Exceptional organizational skills
  • Skilled in the use of Microsoft Office suite; Word, Excel, PowerPoint, Visio, etc.
  • Excellent communication skills, both written and verbal

Preferred Experience

  • Working knowledge of federal contracts
  • Smartsheet experience

Education and Training

  • Bachelor's Degree or equivalent experience.
