Position SUMMARY*
American Councils for International Education (American Councils) is seeking to hire a Business Development Officer to join our team working in the Washington, DC area. The Business Development Officer is a member of the Strategic Development team and will support both the Bids and Proposals and New Business Development departments. An agile support department at American Councils, the Strategic Development team actively engages with the organization's publicly and privately funded programs to increase their impact and expand their reach.
This role will provide both capture and proposal support with a special focus on budget preparation and cost analysis. The Business Development Officer will support proposals and programs funded by the U.S. Department of State (DOS), Agency for International Development (USAID), the Department of Defense (DOD) and other organizations during both the prepositioning and proposal phases. The position is telework eligible, but will require a regular physical presence in the office (currently a minimum of 20%, but subject to change based on department needs as well as the changing situation with the pandemic).
Position Responsibilities
Budgeting and Cost Preparation (50%)

  • Draft back of the envelope estimates at early stages of the proposal process.
  • Draft budgets and budget notes for internal reviews using organizational templates.
  • Support the revision and refinement of organizational templates.
  • Support cost/price proposal strategy, planning, and volume preparation in accordance with organizational policies, and legal and donor requirements.
  • Prepare and modify complex spreadsheets in Excel.
  • Coordinate effectively with Proposal Manager, Technical Writers, subcontractors, and other stakeholders to ensure that required cost data are thorough, accurate, and submitted on schedule.
  • Write clear and compliant budget narratives to respond to requests for proposals and/or clients.
  • Provide pricing guidance to proposal and business development teams to ensure that pricing strategy complies with donor requirements.
  • In collaboration with proposal team, ensure budget and budget narrative are aligned.
  • Review proposal budgets for completeness and compliance with donor requirements.
  • Advise field staff on how to structure budgets to enhance competitiveness.

Capture and Proposal Support (40%)*

  • Conduct research to support capture efforts for new and existing programs.
  • Research and identify new funding opportunities for American Councils.
  • Monitor project/proposal pipeline for updates.
  • Collect and submit materials to donors and partners, including Evidence of Responsibility, Past Performance Reviews, NICRA, Indirect rates, and ceiling contracts.
  • Draft consultant agreements and budgets, monitor proposal development expenses, and process consultant payments.
  • Participate in special projects, as needed.
  • Other responsibilities as assigned by supervisors.

Staffing Support on Proposals (10%)*

  • Coordinate with team to stay up-to-date on proposal pipeline to anticipate recruitment needs.
  • Identify and monitor effective sources for potential outreach and recruitment on projects.
  • Working in collaboration with program teams, proposal managers, HR, and Finance, coordinate the sourcing, identification, and hiring of qualified candidates for proposals.
  • Maintain a database of applicants and potential hires for future bids.
  • Engage in efforts to recruit expatriates, third-country nationals, and local staff as needed.
  • Bachelor's degree in relevant field.
  • Experience working with budgets in Excel.
  • Experience developing budget narratives.
  • Must be extremely attentive to detail.
  • Previous experience supporting Department of State and/or USAID proposals.
  • Experience using Microsoft 365 and SharePoint preferred.
  • Willing to learn and able to comply with guidelines and procedures; willing and able to take ownership of assigned tasks and work independently.
  • Professional, responsible, organized, creative, attentive to details, and able to manage time efficiently and meet deadlines consistently.
  • Able to work and communicate effectively with others, particularly in a cross-cultural environment.
