RESPONSIBILITIES
- Advise and assist on budgetary and financial strategy, planning, programming, and execution
- Plan, develop, and help implement short- to long-range budgetary and financial policies
- Help managers plan, formulate, justify, justify, enact, and execute budgets
- Help managers plan and achieve management objectives within funding constraints
- Help managers understand and adapt to changes, deadlines, gaps, conflicts, etc.
- Analyze financial and budgetary relationships among national-level programs
- Propose recommendations for financial and/or budgetary actions
- Propose innovative solutions to complex budgetary and financial problems
- Help improve costs controls to optimize obligation and expenditure of funds
- Apply knowledge of relevant principles, procedures, methods, and concepts
- Apply knowledge of federal budgeting process
- Apply knowledge of OMB and U.S. Treasury Department regulations, directions, and policies
- Review and coordinate accounting records
- Work with both appropriate and non-appropriated funds
- Prepare apportionments, allocations, and operating budgets
- Organize, analyze, and program fund requests in compliance with standards
- Comply with expenditure of restricted donation funds
- Prepare, analyze, and/or brief financial reports and relevant findings
- Analyze a broad profile of historical program statistics and financial data
- Analyze and present findings on relevant Executive Orders, federal policy, congressional legislation, etc.
- Monitor, track, and report on program obligations and funding data
- Ensure that program funding data is accurately represented within financial systems
- Conduct annual year-end closing activities and reconcile data with accounting records
- Use consolidated year-end data sets to prepare an accurate overview of the organization's financial status
- Recommend whether leadership should approve, disapprove, or modify funding requests and justifications
- Maintain accounting records to prevent an over-obligation scenario
- Analyze funds to identify possible trends that may result in a surplus or shortage of funds
- Forecast to adjust current and future budget estimates if obligations and/or expenditures are revised
