About the Job:
This person will be a hands-on leader and manager for the development and administration of core areas supporting our staff including compensation, benefits, leave, and people-focused policies, procedures, and the critical systems to support the employee experience
This individual seeks to improve our employees' experience and plays a key role in fostering an organizational culture that is inclusive, appreciative, values learning, and intensely mission-focused.
This position serves as a critical partner to staff and leadership to ensure core functions including compensation and benefits are well administered, key policies are equitable and easily accessible, understood, and navigated by all staff.
A successful candidate has an extensive background and understanding in HR/People Operations and thrives on strengthening systems, processes, and procedures, always looking for ways to improve, simplify, or enhance the norms to bring about a better experience for all. This person also has a strong grasp of efficient administrative practices, ensuring compliance without excess burden. Most importantly, this candidate is curious, responsive and believes in collaboration as a model for getting to the best solution.
This position reports directly to the Chief Operating Officer.
Principal Responsibilities:
Recruitment and Hiring
Oversee a hiring and onboarding process that ensures we hire the best candidates and set them up for success. Create a warm and transparent experience for job applicants. Bring a strong equity lens to every stage to ensure diversity and great hires.
Support and coach managers through the hiring process, as well as give feedback.
Analyze sourcing and recruitment to determine the most effective strategies.
Maintain Bamboo HR, our applicant tracking system.
Develop an internship program that provides valuable experience for emerging new leaders in the progressive movement.
Onboarding and Offboarding
Continuously improve and manage the onboarding process, working with managers to ensure the 90 days and 6-month plan, and review process that sets up new hires for success.
Create an exit interview process and provide strategic feedback to managers and the executive team.
Talent Development
Provide support to managers and staff in connection with organizational goals and individual work plans.
Work with the union (NPEU) in honoring the collective bargaining agreement and fostering dialogue around how to make the organization a better place to work.
Implement policies that are rooted in DEI and anti-oppression, working in collaboration with the shared planning committee.
Create and lead a professional development process for staff and managers, igniting the monetary benefit we provide all staff.
Lead and implement a job leveling system for staff.
Organizational Development
Serves in a hands-on leadership position and helps to shape and operationalize strategic initiatives to meet the evolving needs of our team.
Works with teams/departments to promote a strong and equitable work environment.
Manages and oversees the hiring, training, professional development, and performance management of staff.
In partnership with the Executive Team, lead the organization's efforts to ensure that diversity, equity, and inclusiveness (DEI) are fully integrated into organizational culture, values, policies, and procedures.
Work with the COO and CEO on a career path and succession planning framework.
Administration
Oversees, evaluates, and improves the accessibility, use and effectiveness of key benefits, policies, and administrative processes including:
- Personnel Policies
- Compensation & Benefits
- Performance Management System Administration (OKRs, 7 Geese Platform)
- Staff Union Contract Management
- Employment law and compliance
- Comp/Benefit market trends and job salary bands and leveling
- Strategic use and effectiveness of employee records (Bamboo HR Platform)
- Employee Net Promoter Score Review and Recommendations
Qualifications:
- 3 or more years experience in a human resources role at a non-profit organization, ideally in a progressive movement organization.
- Commitment to advancing race and gender justice.
- Sound judgment, flexibility, and patience; able to exercise discretion in dealing with highly confidential and sensitive matters - both internally and externally.
- Strong leadership skills, interpersonal/communication skills, and critical thinking skills.
- Strong employee relations experience, management/staff coaching and professional development.
- Prior experience in operationalizing DEI and/or anti-oppressive principles.
- Project management skills - highly organized, impeccable time management skills, detail-oriented, ability to consistently meet deadlines, and move and follow up on action items. Someone who takes initiative is self-directed and highly self-aware.
- Excellent interpersonal communication skills, diplomacy, and discretion.
- Team player with the capacity to be resourceful and flexible.
Nice to have:
- Professional certification in Human Resources and/or related professions (SPHR/PHR or GPHR).
Classification: Action Network is proud to recognize a staff bargaining unit affiliated with IFPTE Local 70, NPEU, a union for non-profit workers. This position is not included in the bargaining unit.
Salary & benefits:
The salary range is between $95,000-$105,000. Unlimited vacation. 3% employer contribution retirement account. and a choice of generous health insurance plans. Professional development days. Tuition reimbursement. Health and tech stipend.
Position Location: Action Network is comprised of a remote workforce, but is based in Washington, DC.
