The Human Resources Manager is responsible for working closely with the VP, Finance and Administration, guiding and managing RFF's human resources and administrative services, policies, and programs to provide an employee-oriented, high performance, diverse and equitable culture that emphasizes independence, quality and impact, and the recruitment and ongoing development of a highly talented workforce. This position is located in Washington DC.
In conjunction with the VP, Finance and Administration:
- Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire top talent into RFF and proactively build a pool of candidates for future consideration.
- Develops and implements creative sourcing strategies to generate a robust and highly qualified candidate pipeline.
- Advises and collaborates with hiring managers throughout the process.
- Manages the organization's applicant tracking system.
- Leads the performance management process and recommends changes to better align the program with the organization's goals.
- Supports research management in reviewing and implementing the research career development program and implementing changes.
- Formulates and recommends Human Resources policies and objectives for all topics associated with employment. Partners with management to communicate policies, procedures, and programs and ensures proper compliance.
- Counsels staff and management on a variety of employment-related matters, including policy interpretation, giving, and receiving feedback, recognition, personality conflicts, and so forth.
- Assists with competitive market research to establish pay and benefits practices that help to recruit and retain superior staff. Leads participation in key salary surveys each year. Monitors best practices in compensation and benefits through research and up-to-date information on available products. Leads the development of benefit orientations and other benefits training for employees.
- Administers the employee benefits program. Working with brokers, designs, and negotiates coverages that are within budget and employee serving.
- Assists with organization compliance with all federal, state and local legislation pertaining to all employment matters.
- Maintaining and managing insurance policies, workers comp, etc.
- Ensures business insurance coverages are adequate to protect the assets of the organization.
- Assists with Develops and monitors an annual plan, goals and budget that supports and advances human resources and administrative services and activities.
- Develops and maintains a human resources information system that meets the organization's personnel record management and information needs, eliminates administrative tasks, and provides access to data in an accurate and expeditious way.
- Assists with Addresses training needs, including new employee onboarding or orientation, management development, individual skill building and organization-wide training needs.
- Manages the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
- Other duties as assigned.
Personnel Management:
Provides leadership, direct supervision, and support to RFF. Staff positions that report to the Human Resources Manager include:
- Human Resources Consultant
- Inter-departmental Administrative Assistant
Education:
- Minimum of a bachelor's degree in Human Resources, Business, or Organizational Development
- Any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position
Experience:
- Five years of progressive management experience in Human Resources positions
Technical Requirements:
Proficiency in the following software programs is necessary for this role:
- Microsoft Office, including Word, Excel, PowerPoint, Outlook
- Internet Browsers (Firefox, Chrome, Internet Explorer)
- Internal communications platforms such as Microsoft Teams, Zoom, etc.
- HRIS, ATS, other HR related software
