Duties
This position is located in the Human Resources Management Division (HRMD), Talent Management Division (TMD), Office of Management (OM), Office of Inspector General (OIG), Department of Homeland Security. The OIG conducts and supervises independent audits, investigations, and inspections of the programs and operations of DHS, and recommends ways for DHS to carry out its responsibilities in the most effective, efficient, and economical manner possible. We also seek to deter, identify and address fraud, abuse, mismanagement, and waste of taxpayer funds invested in Homeland Security.
This position serves as Human Resources Specialist, responsible for Strategic Planning, Human Capital, and Diversity for the Office of Inspector General, Department of Homeland Security (OIG). Provides expert guidance and assistance in the management of complex projects, studies and action items, keeping TMD leadership informed of critical developments and providing expert advice on the administrative aspects of various problems or situations that may arise. Typical assignments include:
- Formulating, developing, administering, implementing, and assessing the human resources management programs, policy.
- Preparing reports, charts and briefings on accomplishment of strategic goals and objectives, and makes appropriate adjustments to align HR strategic plans with OIG corporate strategic plans.
- Analyzing policies and procedures, originates and revises policies and procedures, performs program evaluation, and provides expert advice in the solution of complex problems.
- Developing and issuing guidance in the form of regulations, policy and program objectives based on unique-to-specialized situations.
- Providing staff level technical advice and assistance to all levels of management officials within the OIG on complex human resources management issues or problems impacting the overall workforce.

You qualify for the 13 grade level if you have at least one year of specialized experience equivalent to the GS-12 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-13. Specialized experience at this level may include:
- Analyzing, evaluating, and developing major aspects of HR strategic workforce planning;
- Providing expert guidance and assistance in the management of complex projects, studies and action items;
- Preparing reports, charts and briefings on accomplishment of strategic goals and objectives;
- Conducting outreach and education for customers and other stakeholders.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 12/01/2021of this announcement.
