Job description

This position is located in the Department of Human Services (DHS), Family Services Administration (FSA) in the Office of Administrative Services (OAS). The mission of the FSA is to provide protection, intervention, and social services to meet the needs of vulnerable adults and families to help to reduce risk and promote self-sufficiency.

Within FSA, OAS provides support, oversight, and management of FSA's operational functions, including budget development and ongoing management, procurement planning and development, resource allocation support, and centralized contract and grant administration/management for vendors providing services to individuals and families experiencing or at risk of experiencing homelessness. These services include emergency shelter, furniture and move services, Permanent Supportive Housing, outreach, diversion, day services, and Rapid Rehousing. FSA OAS also acts as a liaison to the Office of Contracting and Procurement (OCP) and the Office of the Chief Financial Officer (OCFO).

We are hiring for several Program Analyst positions located in the Department of Human Services (DHS), Family Services Administration (FSA). The Family Services Administration helps homeless individuals and families, low-income people, adults at-risk for abuse or neglect, teenage parents, troubled families, and refugees to gradually become stable and fully self-sufficient through an array of social services, assessments, and case-management, and crisis intervention services. * Family Services Administration, Operations Division of Contracts and Procurement. The primary responsibilities of this position will be to analyze current and proposed operating program(s) to evaluate their actual or potential effectiveness in achieving objectives and monitoring projects and special assignments. * Family Services Administration, Homeless Services Division. The primary responsibilities of this position will be to monitor, track and review services being provided to ensure effectiveness and performance improvement of housing programs. MORE DETAILS ABOUT ROLE As a DHS Program Analyst, you will: * Work with assigned service providers to ensure compliance with program policies and procedures. * Conduct studies to determine the proper organization and structure of the activities. * Use analytical, quantitative, and qualitative methods and techniques. * Plan, analyze, and evaluate the effectiveness of service delivery. * Plan, schedule, and conduct projects and studies to evaluate, identify and resolve issues and problems.

Qualification Requirements

  • Thorough knowledge of the Homeless Management Information System and the Homeless Services Reform Act.
  • Knowledge or demonstrated ability to design studies, research projects, and data collection. Ability to read, understand and apply complex government regulations.
  • Ability to write concise, accurate, and easily understandable reports.
  • Ability to orally present assembled facts, analyses, and conclusions in an organized and comprehensive manner.
  • General knowledge of statistical analysis and statistical methods.
  • General knowledge of concepts of organizational and management theory about the administration of the FSA programs.

Education

A Bachelor's degree or higher degree appropriate to the position; OR a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;

Work Experience

The applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade level CS11 in the normal line of progression. Specialized experience is the experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Emergency Designation: This position has been designated as Emergency.

Job Type: Full-time

Pay: $82,326.00 - $105,339.00 per year
