Duties

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Office of the Commissioner, Office of the Executive Secretariat, located in Washington D.C. .

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given on an entrance on duty date you will be provided additional information on the reporting requirements of your position.

Apply to this position is to serve as program manager within the US Customs and Border Protection, Office of the Commissioner, responsible for managing and directing all operations and facilities related to programs, policies, and new and continuing initiatives of a major CBP Program Office with operational functions that are world-wide.
This position starts at a salary of $144,128.00 (GS-15, Step 1) to $172,500.00 (GS-15, Step 10) with promotion potential to $175,500 (GS-15 Step 10). Duties of this position will include:
  • Complete understanding of programs, functions and activities to organize and make timely assignments to appropriate offices within the agency.
  • Directs the flow of all executive secretariat activities from appropriate triage of assignment through approval/signature and delivery to point of origin.
  • Leads, controls, manages, and tracks, through multiple computer-based systems, all correspondence, reports, questions for the record, and taskings assigned; direct oversight of briefing materials; provides reports and recommendations to leadership to best assist management with needed decisions.

This vacancy has a local commuting area requirement, as defined below:
  • The area surrounding the duty station by which people reasonably travel back and forth from home to work; Or
  • The employee's permanent duty station is located within the reasonable travel area surrounding the duty station of this vacancy; Or if applicable
  • For employees who are detailed or temporarily promoted for more than 1 year to another duty location, the detailed or temporary duty location is considered to be the duty location of record for commuting area purposes. Qualifications

Experience: You qualify for the 15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Assisting senior leadership by planning, evaluating, integrating and coordinating initiatives;
  • Interpreting and applying policies to develop strategies for use in agency programs; and
  • Reviewing plans for completeness and compliance within established parameters and using discretion, and diplomacy to effectively coordinate and facilitate actions and speak for the senior leadership, including appropriate handling of tasks and politically sensitive activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/22/2021.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
