Nature of Work
This position is responsible for water safety of the County public beaches. Work is performed under the general direction and supervision of the Beach Operations Manager TEST. Work may be performed during the day, evenings, weekends and/or holidays. This position will also be required to perform Parks & Pier maintenance and/or Pier handling duties when not performing lifeguard duties.
Essential Functions and Responsibilities
* Professional open water rescues and assisting with distressed swimmers.
* Administering first aid for minor injuries.
* Monitoring changes in surf conditions.
* Enforce County ordinances and policies.
* Educating the public about the flag warning system for rip currents or hazardous marine life.
* Maintaining safety equipment and cleanliness of the beach area.
* Assists in the maintenance needs at Bay County Parks, County Pier, Beach Recreational Facilities, and/or Beach Accesses when needed.
* Assists with the maintenance of the Beach Warning Flags system.
* Performs related work as assigned.
* Full time presence on the job.
Minimum Qualifications
* Graduation from high school or equivalent.
* Full time employment will be contingent upon the applicant obtaining the below required certifications within one (1) month of employment:
* Must meet the standards of the (USLA) United States Lifesaving Association's Open Water Lifeguard Training;
* American Red Cross (CPR) Cardio Pulmonary Resuscitation for Professional Rescuer or American Heart Association Health Care Provider certification;
* Must possess 40 hours of First Aid and Medical Safety Training from American Red Cross or other acceptable agency;
* Automated External Defibrillator (AED) certification required.
* Must pass required swim test (500 meter/550 yards swim in under 10 minutes), physical, and drug screening.
* Must pass physical exam conducted by qualified MD or DO stating applicant is able to perform duties of an open water lifeguard on rescues.
Possession of a valid Florida Driver's License with driving record acceptable to the County's Driving Policy and insurance program.Must be 18 years of age or older.Must be able to perform each essential duty satisfactorily. Knowledge, Abilities and Skills
* Skilled in the application of lifeguarding surveillance and rescue techniques.
* Knowledge of water safety rules, regulations, and County policies.
* Knowledge of equipment, supplies, and facilities used in lifesaving emergencies and parks maintenance.
* Ability to make sound decisions and react calmly in emergencies.
* Ability to meet and communicate safety concerns and deal tactfully with the general public and to express oneself effectively both orally and in writing.
* Ability to establish and maintain effective working relationships with other staff members, the general public and county officials.
* Ability to detect improper conduct or unsafe practices and report the condition to appropriate authority.
* Ability to prepare routine administrative paperwork.
* Knowledge of cash handling and cash accounting procedures.
* Ability to obtain Lifeguard Certification, CPR and emergency medical procedures.
Working Conditions
Work is primarily performed outdoors in varying and adverse weather, water, and surf conditions. May require some exposure to irate customers, extreme noise, extreme temperatures (heat & sun), odors, heights, and/or dust.
Risk/Safety Conditions
This position requires some exposure or risk to physical health and/or physical safety (e.g. exposure to environmental changes, outdoor weather, extreme temperatures, hazardous material, heavy equipment) This position may require the use of Personal Protective Equipment (PPE).
Essential Physical Activities:
Stooping, sitting, crouching, walking, running, swimming, pulling, lifting, grasping, hearing, seeing up close, seeing far away, color vision, peripheral vision, depth perception, kneeling, reaching, pulling, talking, standing for more than two hours at a time, finger movement and repetitive motions. Frequent lifting of 10 to 100 pounds.
