Job description

This is a professional responsibility involving the prevention of environmentally related diseases and safety concerns by the review of on-site individual sewage disposal systems. The incumbent in this position consults with owners, builders and contractors primarily regarding the installation of Onsite Sewage Treatment and Disposal Systems (OSTDS). Specific duties and responsibilities are as follows:

· Investigates field conditions of proposed septic installation locations. Performs soil analysis and site surveys to determine the feasibility of issuing construction permits, and the necessary restrictions that may be applied.

· Inspects and reinspects new installations, repairs and abandonment of OSTDS. Determines that the systems meet all requirements of Chapter 64E-6, F.A.C., and requirements of the construction permit. Issues notices of final approval and permit to operate.

· Inspects all OSTDS systems located at commercial establishments and systems located in industrial and manufacturing zones; and all aerobic treatment units (ATUs) and Performance Based Treatment Systems (PBTS) and septic tank manufacturers in accordance with Chapter 381 FS and the SHO/OSTDS program requirements. Conducts routine assessment for septage disposal service permits, temporary system service permit and septage treatment and disposal facilities.

· Review well construction applications (new, repair, existing and abandonment). Conducts water well inspections (new, repair, existing and abandonment including complaint investigations) in compliance with Chapter 40E-3 Florida Administrative Code (F.A.C).

· Initiates and participates in legal actions to obtain compliance when violations noted are not corrected or when work is performed by a non-permitted person or without prior authorization from the Department.

· Investigates sanitary nuisance complaints related to individual on-site sewage systems. Determines if a nuisance exist and takes actions to abate.

· Processes annual permits, and permit applications. Update Environmental Health database. Maintain inspection records and spreadsheets. Collects evidence, prepares legal notices and citations; and initiate enforcement actions by preparing compliance letters, warning letters, and assist with other enforcement actions

· Completes the DARS/HMS daily or as required, completes other reports as required. Maintains records and files of applications in the process of being reviewed and assists with filing.

· Participates in the execution of the overall department's strategic plan, and in particular, the strategic plan for Environmental Health. This includes, but is not limited to client satisfaction, data collection and analysis, seminar and training attendance, process management, employee satisfaction, etc.

· Performs other related duties as required. Attends meetings related to work and training.

Note: The incumbent in this position is considered to have regulatory functions and is subject to the provisions of Chapter 22A-16, Florida Administrative Code.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

• Knowledge of Statutes, Rules and Regulations pertaining to the program.
• Ability to read technical plans.
• Skill in using engineering tools, equipment and or instruments, including surveying equipment and engineering and architectural scales.
• Ability to establish and maintain effective working relationships with others.
• Ability to perform environmental inspections and complaint investigations.
• Ability to effectively manage time.
• Ability to plan, organize and coordinate work assignments
• Ability to communicate engineering information effectively.
• Ability to conduct mathematical computation and use scientific method to solve problems.
• Ability to communicate effectively both orally and in writing.
• Knowledge of computer software and applications.

Qualifications

· Graduation from an accredited four-year college or university with a degree or major course work in public health, environmental health, environmental science, physical or biological science or engineering with a minimum of 30 semester hours or 40 quarter hours of classwork.

· A valid unrestricted Florida's Driver's License.

· Ability to lift 50+ pounds and work outside all day.

· Required to become certified in OSTDS within six months of hire.

· At least one year work experience in environmental health. Certification in the OSTDS program is preferred.

· Must be proficient in the use of computers, tablets and smartphones.

WHAT IS OPS EMPLOYMENT?

Other Personal Services (OPS) employment is a temporary employer/employee relationship used solely for accomplishing short term or intermittent tasks. OPS are at-will employees and are subject to actions such as pay changes, changes to work assignment and terminations at the recommendation of the employer.
