The Resource Manager will be responsible for day-to-day operations of the Staffing Managed Service Program (MSP), and serve as the point of contact for Client engaging managers. This person will also work directly with the staffing agencies/suppliers to ensure they have an understanding of the open requisitions, and are submitting candidates in the required timeframe. The ideal candidate has a minimum of three years' experience recruiting, strong communication skills, the ability to interact with hiring mangers (inclusive of the executive level), process-driven, detail-oriented, and eager to take on the daily challenges of the role. The incumbent is comfortable with ambiguity and can pivot with agility and a positive attitude. The candidate will work in a high-volume requisition environment focused on contract positions across multiple industries.

Responsibilities

Essential Duties and Responsibilities

* Foster strong client relationships with professional communication skills, market insight and business acumen Responsible for full life-cycle recruitment process supporting client needs in delivery of contract/contingent technology/IT related positions.
* Collaborate with hiring managers to understand the needs and roles to be filled.
* Conduct kick-off meetings to develop, analyze job specifications, compose job descriptions and postings.
* Proactively identify, source, and recruit candidates utilizing a variety of sources including, but not limited to, internet postings and search, referrals, research, networking and talent communities.
* Facilitate the hiring of targeted professionals based on agreed-upon hiring goals.
* Build relationships with business partners in order to assess their needs and provide solutions
* Review intake specifications to ensure recruitment efforts and strategies are aligned.
* Based on client needs, work closely with internal and client stakeholders to facilitate staff augmentation and all related transactions
* Reviews resumes, conducts phone screens, submits candidates to hiring manager for review.
* Coordinates interviews with candidate, supplier and hiring manager.
* Provide feedback to supplier on candidate during interview/hiring process.
* On-going training and education of hiring managers on program and policies, requisition entry, candidate review and contractor time approval in the VMS
* Work closely with Human Resources, Legal and Corporate Security, to ensure contractor compliance with corporate policies and procedures
* Daily responsibilities include hiring manager/client and supplier relations, setting-up new suppliers, coordinating candidate submittals and interviews
* Conduct New Hiring Manager & Supplier VMS training and monitor hiring manager and supplier activities
* Assist with preparation and presentation of monthly/quarterly program reports to client and corporate management

Qualifications

Required Qualification, Skills and Experience

* 2+ years of IT recruiting experience in a matrixed, fast-paced environment
* Full life cycle recruitment, adept in sourcing, qualifying, scheduling interviews and managing process through placement.• Must be able to work independently, exercising professional expertise and judgment in planning targeted recruitment efforts.• Proven track record of successfully meeting key performance metrics (time-to-fill ratios, interview-to-hire ratios, etc.).• Proven success in managing and sourcing high volume of job requisitions at one time.• Aptitude for building successful relationships with senior management and with individuals involved with the hiring process.• Proficient in strategic sourcing strategies and job board utilization.• Excellent communication skills both written and verbal.• Must have excellent time management and prioritizing skills.• Experience in utilizing various Applicant Tracking System is preferred.
