MINIMUM TRAINING & EXPERIENCE
Bachelor's degree in personnel management, business or public administration (Master's preferred), and 3 or more years of progressive Human Resources Management experience encompassing public personnel administration and management; collective bargaining, and benefit administration. Must possess a valid Driver's License and have an acceptable driving record and maintain an acceptable driving record.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, assists with responsible personnel administration work in carrying out City policies and procedures relating to all phases of human resources programs and activities. Work involves assisting with developing and/or coordinating programs and policies in such human resources components such as recruitment, employee relations, employee benefits, insurance, and employee health services. Employee is also responsible for interpreting existing personnel ordinances, policies, and procedures; addressing employee complaints or concerns; assisting elected officials in personnel matters; and acting as liaison to outside organizations and agencies involved in City personnel matters. Employee must exercise initiative and independent judgment in ensuring proper administration of personnel programs. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations. Reports to the Human Resources Director.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Performs highly skilled administrative work planning, organizing, directing and coordinating the City's human resources program, which include among others, employment; affirmative action, policy development/implementation; safety; benefits administration; labor relations; records maintenance; grievance administration; employee assistance; performance evaluation programs; budget administration; training; maintaining compliance with all federal, state, local and City ordinance laws, rules and regulations; and wellness programs.
Assists with negotiations and administers seven collective bargaining agreements; analyzes and interprets contract provisions; counsels management in administration of contracts, policies and procedures; represents the City in investigation and resolution of grievances, discrimination charges, and other administrative hearings; administers general employee relations matters; develops and evaluates bargaining strategies to ensure contract settlements are within the City's desired parameters; administers union/non-union disciplinary process.
May consult with City Manager, City Council, department heads and supervisory personnel on human resources issues, including organizational development, philosophy and goals, service standards, job performance and productivity standards, and special program/project development and implementation.
Assists with evaluating the City's organizational structure to determine optimum structure and development needs; conducts organizational assessments and prepares recommended changes to increase operational efficiency; analyzes future staffing requirements; develops appropriate recruitment/training programs to ensure future work force requirements will be achieved.
Responds to City management for requests for assistance with Department's services in the absence of the Human Resources Director
Supervises City's risk management and health insurance programs, including al lines of insurance coverage, worker's compensation, and loss control programs.
Assists with the administration of the City's compensation and classification program in accordance with sound management objectives and applicable federal, state, local and City ordinance requirements.
Maintains thorough working knowledge of current/pending applicable federal, state and local legislation; consults with outside agencies as necessary; recommends/approves compliance action where necessary.
Monitors all employee personnel actions; reviews and approves performance evaluations in the absence of the Human Resources Director
Assists with compiling and maintaining all personnel records for the City, including files of current/former employees, insurance and pension plans, medical files; complies with all record-keeping requirements, personnel action requests, legal requirements, and special projects.
Provides information to the City Council, citizens, and outside agencies in the absence of the Human Resources Director
