Position Number: 114300 Position Title (Classification Title): Human Resources Specialist 114300 Working Title: Human Resources Specialist Job Summary: This position is primarily responsible for administration/coordination of all aspects of personnel/payroll processing for OPS Staff, Graduate Assistant, Federal Work Study and Housing students. Duties include review/verification authority, essential document compliance, new hires setup, personnel/payroll processing, transaction processing, and audit/data integrity. This position is also responsible for reviewing and processing OPS Effort Recap/Timesheets. Department Human Resources FLSA: Exempt Minimum Qualifications: A bachelors degree in an appropriate area of specialization and three years of appropriate experience; or a high school diploma and seven years of appropriate experience. Appropriate college coursework may substitute at an equivalent rate for the required experience Position Qualifications: -Working knowledge of university employment policies/procedures and applicable federal and state employment/labor laws

-Ability to multitask and adjust priorities as required to meet the needs of the department Preferred Qualifications -Bachelor's degree and three years of Human Resources or related experience in a college or university setting; or seven years of experience in Human Resources or related field in a college or university setting
-Experience in processing personnel/payroll transactions utilizing an Oracle based platform/Enterprise Resource System, preferably Ellucian
-Knowledge of various State and Federal laws relating to Human Resources personnel/payroll processing such as: Florida Statutes, DOL, FLSA, IRS, FERPA, USCIS employment eligibility regulations, and Florida public records laws
-Strong computer skills in MS Office (i.e. Word, Excel, PowerPoint); Google Mail, Internet Explorer, Adobe Acrobat
-Excellent communication skills, both verbal and written and an ability to maintain confidentiality
-Ability to maintain a professional attitude and provide exemplary customer service
-Demonstrated ability to complete work assignments with a high degree of accuracy while maintaining a professional attitude towards quality customer service
-Demonstrated adeptness at public speaking and excellent customer service skills Essential Functions / Job Duties:

  • 75% - PAYROLL PROCESSING: -Processes all OPS Staff, Graduate Assistant, Federal Work Study and Housing student personnel action forms. -Maintains action sheet tracking logs and updates on a daily basis. -Reviews personnel action forms and employee essential documents for accuracy, completeness, and compliance with the OPS Student Classification and Pay Plan, UWF Employment Policies and Procedures, Fair Labor Standards Act (FLSA), and applicable federal and state regulations. -Accurately enters transactions and updates/maintains information within the Banner Human Resource Information System (HRIS) such as: original appointments, reassignments, re-appointments, changes in pay and/or funding sources, change in status, background clearance data, appointment modifier data, name changes, and address changes. -Trains and instructs departments on proper payroll processes, procedures and regulatory requirements. Works with campus community as well as HR staff to collect all essential documents required to place an employee on the payroll. This often involves working independently with new employees to assist them in completing the necessary paperwork. -Works with the Controller's Payroll Department to ensure that all actions are processed accurately and that established deadlines are met. Provides them with copies of personal action forms processed for their review and reconciliation. -Provides copies of personnel action forms to the campus community after they are processed in Banner. -Acts as backup for other HR Payroll Processing/Records team members as required. - (Essential)
  • 10% - DATA INTEGRITY: -Cleans up payroll database by running reports and continuously following up with departments on: non-registered students with active jobs, active employees without an active job, employees who have not been paid in over six months, employees without a primary job, employees with no CA or W-4 address, etc. -Reviews incoming Form I-9's for accuracy and compliance with U.S. Citizenship and Immigration Services regulations. Follows up with departments on inaccuracies. - (Essential)
  • 10% - RECORDS: -Maintains filing of Form I-9's on current employees. -Assists with annual I-9 audit which consists of: assuring we have an I-9 on file for all current employees, assuring we have an I-9 on file for all employees who were terminated in the past three years, and purging I-9's on employees who were terminated over three years ago and sending to Records Management for destruction per our Records Retention Schedule. -Maintains student OPS filing. Performs annual audit of student files, including purging files on students who were terminated over five years ago and sending to Records Management for destruction per our Records Retention Schedule. - (Essential)
  • 4% - WEB TIME ENTRY: -Performs initial intake of OPS Effort Recap/Timesheets by: recording on the Effort Recap and Overtime Log, reviewing and validating recaps, and following up with departments as required to resolve recap issues. - (Essential)
  • 1% - MISCELLANEOUS: -Acts as Notary Public for official university business. -Performs other Human Resources general duties as required. - (Essential)
