Job description

The Manager, Talent Acquisition Operations will enable the hiring of great talent and advance CCA's continued growth by delivering innovative, effective and scalable talent operational solutions. Reporting to the Senior Director of Talent Acquisition, this role will oversee all aspects of Talent Acquisition Operations to include recruiting technology and tools, all processes, analytics and performance, and employer branding.

The Manager of Talent Acquisition Operations is responsible for understanding the strategy from the Talent Acquisition Center of Expertise and operationalizing that strategy through internal and external resources promoting Commonwealth Care Alliance's Talent Acquisition process.


Responsibilities:


  • Build and Invest in high-quality relationships across the enterprise HR organization.
  • Serve as our subject matter expert for TA systems, partner systems and resources, as well as create new processes (and adjusting existing processes) for meaningful efficiencies and clarity of data.
  • Lead SME role with Talent Acquisition software implementation and vendor selection/management.
  • Assume lead role in ongoing annual key Talent Acquisition operational initiatives.
  • Support and partner with the Sr Director of Talent Acquisition and internal HR business partners in building process maps and assessing the current workflow and supporting systems with an eye toward efficiency and a supreme level of recruiter/stakeholder experience.
  • Build a comprehensive process map for each step in the process from application to day-1, and use this information to inform decision making around systems and resourcing decisions.
  • Manage and develop subordinate staff dedicated to the Talent Acquisition operations team.
  • Work closely with the Leadership teams and others to identify and define business needs and priorities to ensure comprehensive delivery solutions & strategies.
  • Advocate for employee onboarding experience - solicit input and feedback from end-users and incorporate into the design/optimization of solutions.
  • Partner with Sr Director of TA, Director, TA and business leaders in the development of key employee and manager communications to ensure clarity of key messages and actions.
  • Provide collaboration with Vendor Management in Talent Acquisition operations including but not limited to Recruitment Process Outsourcing (RPOs), Background Check Suppliers, External Workforce / Contingent Talent supplier.
  • Drive operational excellence by continuously evolving end to end recruitment delivery model including people, process, technology, and compliance.
  • Continue to evolve CCA's contingent talent/ external workforce strategy from a Managed Service Supplier to a Total Talent solution in conjunction with Vendor Management.
  • Manage non-employee talent/ external workforce suppliers and services.
  • Lead execution of the Background Check process for better candidate, hiring manager, and end-user experience.
  • Be accountable for leading and driving Operational Strategies both for Talent Acquisition and Non-Employee labor categories that enable program strategies while seeking efficiency gains, improved candidate and external workforce experience, drive financial optimization.
  • Create and implement the vision and strategy for the Talent Acquisition Operations team across process, technology and tools.
  • Design and Implement recruiting reporting to identify trends, manage performance and make recommendations for optimization.
  • Develop hiring plans and performance tracking in partnership with HRIS, Finance and Leadership.
  • Work with HR leaders and key cross functional partners to propose and drive system and process improvements that align with evolving business needs.
  • Manage and deliver recruiting projects such as onboarding, process improvement, employee referral, internal mobility and tools.
  • Manage recruiting technology and tool vendors and optimize spend.


Requirements:


  • Four-year degree in HR management, organizational development, or business-related field
  • Post Graduate Degree
  • SHRM Certification
  • 5+ years relevant experience in recruitment, TA operations, Human Resources and people management.
  • Notable experience as an HR Business Partner or HR Generalist.
  • Strong technology and systems expertise, familiarity with applicant tracking systems, career websites, search engines and/or other TA Technology experience.
  • Excellent analytical and decision-making abilities.
  • Proven work experience as a Recruiting and/ or HR Operations Manager.
  • You will work with hiring managers and leaders and key cross functional partners to propose and drive system and process improvements that align with evolving business needs, deliver results, and enable us to grow and scale.
  • Solid knowledge of labor laws.
  • Familiarity with ADP a plus.
