Overview: The Committee for Public Counsel Services, the Massachusetts state public defender agency, is seeking an experienced, mission-driven Talent Acquisition Specialist to recruit diverse and highly talented pools of candidates, build supportive internal and external relationships, expand awareness about CPCS, our mission, and raise our profile in our local communities in Massachusetts and nationally, and oversee the internship process to ensure a strong pipeline of future public defenders.

AGENCY OVERVIEW
CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.
POSITION OVERVIEW
The Human Resources Department of CPCS is seeking an experienced Talent Acquisition Specialist to lead the search processes for legal and non-legal positions. The Talent Acquisition Specialist will collaborate with the Equity and Inclusion Director, Racial Equity Legal Training Attorney, and other stakeholders to develop and support a wide range of strategic efforts including expanding and maintaining diverse candidate pools and talent pipelines, sourcing and engaging passive candidates, leading hiring events, and collecting and assembling recruiting data. This position will work with the Communications Director to raise awareness about CPCS and our mission, raise CPCSs profile in our local communities in Massachusetts and nationally, and enhance our Employer Value Proposition to attract legal and non-legal talent.
The Talent Acquisition Specialist will further act as the Intern Coordinator by managing the agencys new year-round centralized internship process, including aiding in the selection and on-boarding of 10 paid interns each summer.
The Talent Acquisition Specialist will also act as a backup to the HR Generalist responsible for managing the agencys hiring and on-boarding processes.
Qualifications: MINIMUM ENTRANCE REQUIREMENTS
- Bachelors degree in Human Resources or related field and at least four (4) years of talent acquisition experience, or an equivalent combination of education, experience, and skills;
- Access to an automobile in order to travel to office locations across the Commonwealth; and,
- Access to a personal computer with home internet access sufficient to work remotely;
- Commitment to an equitable and inclusive workplace;

- Commitment to recruiting and supporting diverse talent;
- Proficiency in Microsoft Office systems, including Word, Excel, Access, Power Point, Windows, and the Internet required. Knowledge of PeopleSoft HRIS preferred;
- Proficiency with Applicant Tracking Systems;
- Excellent communication skills, both verbal and written;
- Experience working with multi-lingual populations and/or with organizations that serve similar client populations to CPCS;
- Ability to establish rapport and communicate effectively with all levels of the organization;
- Demonstrated ability to multi-task, performing multiple tasks independently and concurrently;
- Ability to take initiative, to work well independently and as a team member; and,
- Demonstrated skills in organization, problem-solving, and attention to detail.
The responsibilities of the Talent Acquisition Specialist include, but are not limited to:
- Maintaining and building on contacts with local and national law schools, including HBCUs, and law student associations, colleges and universities, including HBCUs, bar associations and affinity groups, and other stakeholders such as community organizations that share our mission;
- Meeting regularly with agency Hiring Managers to ensure recruitment and sourcing goals are met, as well as aiding the private counsel panel units in developing talent pipelines;
- Developing passive and active recruitment sources to ensure diverse and talented candidate pools for all legal and non-legal positions;
- Ensuring all recruitment and hiring practices are in accordance with federal and state employment law ensuring fair employment practices;
- Working with interested stakeholders to identify and develop strategies and practices that will make our agency more competitive and effective at recruiting and hiring diverse and talented individuals;
- Acting as the Internship Coordinator by creating interview and selection materials for internships, recruiting staff from various practice areas and geographic regions to sit on the application review and interview panels, and coordinating interview schedules for all agency internships;
- Collaborating with the Equity & Inclusion Director and other stakeholders, such as staff affinity groups, in developing and supporting a wide range of strategic efforts to increase talent pipelines;
- Representing the agency at job fairs and recruitment events, both locally and nationally, as well as creating and organizing CPCS-sponsored recruitment events;
- Working with the Communications Director to create updated written, audio, and video promotional materials and to highlight the agencys Employer Value Proposition;
- Assisting with managing and developing Hiring Processes and new employee and intern on-boarding processes; and,
- Other duties as assigned.
