ADDITIONAL SALARY AND BENEFIT INFORMATION: This is a Public Employee Retirement position. GENERAL DESCRIPTION OF DUTIES:

Performs the administrative, management and professional duties necessary to direct activities performed by the units in the Department of Operations and school finance. Works with the legislative process, presents publicly, monitors the financial affairs of the agency and the source of funding, ensure the accuracy of all technical support, release of funds to districts and use of resources within the agency.

COMPETENCIES:

Extensive knowledge of the theories, principles and practices of state and school district accounting and budgeting.

Knowledge and skill in management, organization, implementation and operation of a number of diverse programs and information systems is essential.

Extensive knowledge and ability in the operation of the State Accounting Budgeting and Human Resources System (SABHRS), the Budget Office Biennial Budget process, and the Legislative appropriation process.

Thorough knowledge of the Montana political and legislative processes, including strong negotiation, presentation and lobbying skills.

Thorough knowledge of governmental audit requirements and of generally accepted auditing standards.

Ability to interpret laws, regulations, administrative rules, policies and contracts.

Ability to analyze, understand and explain complex financial issues, to identify potential concerns and problems related to those issues, and to recommend effective courses of action.

Ability to effectively work with others, to resolve conflict and negotiate.

Strong computer proficiency. Extensive knowledge and ability in Microsoft Office, Word and Excel.

Ability to communicate effectively, orally and in writing.

Effective leadership skills. Ability to select good people who will do the work that needs to be done Ability to empower employees and possess the self-discipline to keep from meddling in the day-to day work.

Possess a growth mindset.

Demonstrate a sense of humor.

Is able to find the Yes in the agency, creating a positive culture of service.

Able to coordinate agency work with the USED, Governor's Budget Office and the State Superintendent's Executive team.

Extensive knowledge of effective personnel practices. Ability to supervise, discipline and direct the activities of subordinate staff through intermediate supervisors.

EDUCATION AND EXPERIENCE:

Post-graduate degree or equivalence

Accounting, Finance and Business Administration Experience
