Job Description:

Raritan Valley Community College has an anticipated opening of Employment Manager for the Human Resources Department.

The Employment Manager performs a variety of complex activities requiring a highly specialized knowledge of confidential functions, procedures and practices involving independence of action and sound judgment. The Employment Manager is primarily responsible for all recruitment activities, onboarding and employment data within the Human Resources office; including the day-to-day coordination with the Payroll Manager and Benefits Specialist; search and recruitment procedures for all employees; professional employee development; and consultative support and service to management.

The incumbent will report directly to the Executive Director of Human Resources, Compliance & Security and he/she will oversee the HR Specialist functionally.

Responsibilities:

Recruitment

Responsible for the leadership, implementation and delivery of a comprehensive recruitment lifecycle including the following:

Establishing and maintaining procedures for permanent and temporary staffing requests for all full and part-time positions including professional administrative, classified staff, faculty, adjunct instructors and part-time hourly employees.

Assisting the Hiring Managers and Department Chairs with writing job specifications and ensuring compliance with job classification codes. For all open positions, establish compensation and post positions as required by contract in consultation with the Executive Director.

Facilitate all searches by establishing parameters on the timing of the search process by charging the committee to ensure the integrity of the search process is maintained.

Responsible for the sourcing of qualified applicants.

Responsible for qualifying internal candidates and sourcing external candidates.

Conduct background and reference checks on final candidates that are recommended by the Search Committee, if required.

Provide analyses of applicant tracking data for Affirmative Action compliance and help to ensure diversity in the workplace.

Responsible for the implementation and presentation of the New Hire Orientation.

Process new employee information into Banner, create employment offers and correspondences.

Conducts employee exit interviews and reports findings to identify potential problem areas and assist management in proactive planning.

Payroll Coordination

Responsible for working with the Payroll Manager on the coordination of Human Resources and Payroll processes.

Process employment and salary changes.

Update employment records and time off records.

Professional Development

Responsible for assisting with the development, coordination, and implementation of professional development programs for various College employee groups.

Analyze and develop courses to support various departmental goals within the College community.

Contract/Coordinate with internal/external instructors to customize programs to meet development goals set forth by the Executive Director of Human Resources.

Manage record keeping, administration and technical support of the college wide compliance programs such as; sexual harassment, discrimination, and Right to Know.

Partner with Enrichment Training Committee and other key stakeholders to execute programs.

Other Responsibilities:

Provides the oversight in Human Resources, for the integrated database system, Banner.

Monitor recruitment, advertising and professional development budget; correct discrepancies.

Assist with other duties associated with Human Resource functions at the College; employment investigations and labor issues.

Adhere to contractual policies as outlined in contracts.

Prepare a variety of materials, including correspondence, forms, memoranda, reports, etc. for the Executive Director.

Provide analysis of data and make recommendations when appropriate.

Handle routine Human Resource issues through problem solving and effective communications.

Requirements:

  • Bachelor's degree in Business, Human Resources, Psychology or related field.
  • 2-5 years' experience in Human Resources with focus on recruitment and employment data.
  • Knowledge of employment laws, FLSA, EEO, FMLA, ADA and Knowledge of basic payroll laws.
  • Good communication skills.
  • Experienced in Education and/or Higher Ed setting.
  • Ability to organize, be a self-starter and prioritize to meet deadlines.
  • Understanding of Labor agreements.
  • Experience with HR database and applicant tracking systems.

Preferred Qualifications:

  • Experience with BANNER.
  • Knowledge of payroll systems.
