Summary
This position is part of the Education Human Resources, Bureau of Indian Education. As a Supervisory Human Resources Specialist (R&P/Class) you will be responsible for ensuring that the HR program stays in compliance with OPM, DOI, rules and regulations and ensures that federal policies and procedures are being followed. Supervises the recruitment, placement and classification programs for Title-5, and serves as the expert technical advisor on Title-5 programs.

Duties
As a Supervisory Human Resources Specialist (R&P/Class) GS-0201-14, your typical work assignments may include the following under supervision:
- Provides technical leadership in formulating new policies and in implementing new and innovative practices for the Title 5 functions.
- Provides staff-level/expert advice to Human Resources staff or to other program staff.
- Administers the acquisition of talent for BIE by ensuring that the appropriate recruitment mechanisms are used to attract and select the best talent.
- Manages and administers a variety of classification programs, both Title-5 and Title-25.
- Recommends and develops strategic approaches for implementing program preparation and review of Human Resources programs and policies.
- Supervises a group of employees, performing work from the GS-9 to the GS-13 level.

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-14: 1 year of specialized experience equivalent to at least the GS-13 grade level in the Federal service related to the work of the position that demonstrates the following: 1) providing human resources advisory services to employees and managers/senior leaders regarding Federal human resource operations related to staffing/recruitment and classification/position management; 2) researching and analyzing human resources policies/regulations and providing recommendations/guidance to colleagues or leadership; 3) gathering and preparing human resources data to assist leadership in decision-making; and 4) Supervising or leading a team.
SELECTIVE PLACEMENT FACTORS: In addition to the minimum qualification requirements above, the following requirement is determined to be essential to perform the duties and responsibilities of the position. Applicants must meet the selective placement factor requirements for this position.
- Operational (hands on) experience as a senior HR Specialist in a Federal organization with a complex and hard to recruit workforce where you have gained the following; specific knowledge and experience completing job analysis and assessments, drafting vacancy announcements, experience resolving recruitment/staffing problems while creating or directing process improvement functions while addressing the dynamics of workforce development (make sure your resume supports your response).
- Journeyman level knowledge in all of the following Federal Human Resources functional areas: recruitment, staffing, processing, pay administration, and classification with full classification authority; with documented training and/or demonstrated experience in these functional areas showing you can perform the functions required (make sure your resume supports your response).
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
