Job description

The position shall be appointed by and serve at the pleasure of the Mayor. The Human Resources Director performs work in planning, organizing and directing a comprehensive human resource management program for the City. Functional areas of responsibility include recruitment, employment and job classification, workers' compensation, continuing development of personnel policies, employee development, compensation and benefits administration, records management, organizational development and training, safety policies and related work as required.
Duties and Responsibilities:

  1. Plans, organizes and directs the City human resource management program under the provisions of the Charter and ordinances, Collective Bargaining Agreements, Federal, State and local regulations and the City's Personnel Policies ;
  2. Directs the preparation and administration of the annual budget of the Human Resources Department and provides guidance and initiates strategies for the departmental operations within the parameters of the budget;
  3. Plans, organizes, directs and gives overall policy guidance and review to the continuing work and special Confers with the Mayor, Law Director, department heads, supervisors, employee representatives and employees to discuss human resource opportunities, plans, programs or problems;
  4. Participates in negotiating and directs administration of labor contracts after agreement is reached; Advises City Administrator, Elected Officials, Department Heads and managers and others on labor relations and employee relations matters, including grievance and arbitration procedures and actions; works with managers and labor organizations to resolve problems ;
  5. Provides administrative support to the Mayor, City Council and all City departments on personnel issues, including federal and state requirements (i.e.: FLSA, FMLA, ACA, ADA, OSHA, DOL), City personnel policy, staffing and other human resource related matters;
  6. Serves as a resource for City departments to protect the City from liability issues relating to personnel processes;
  7. Administrates the City random drug testing program and other drug testing for municipal employees holding a CDL or in cases of reasonable suspicion;
  8. Serves as confidential, open door resource for City employees and managers regarding personal and personnel issues, researches precedents and legal requirements, interacts with all appropriate resources and takes actions as appropriate;
  9. Maintains, updates, writes and revises personnel policy for the City; coordinates any legislative requirements as needed;
  10. Coordinates and organizes City-wide training including leadership training, harassment and discrimination training, reasonable suspicion, ADA training, and other training as requested by City departments;
  11. Meets with department heads to identify training needs, establish priorities, evaluate available courses or materials and coordinate participation in training and development programs;
  12. Reviews recruitment and examination plans, oversees the recruitment process, including sourcing strategies for position vacancies, job applications, interviews, background screening and notification of applicants;
  13. Screens applicants for City positions and may provide individual departments with a short list of the most eligible candidates;
  14. Provides orientations for new employees in the group health, life insurance and other employee benefit programs and City policies;
  15. Serves as liaison with providers, brokers, other resources to answer employee questions and resolve problems relating to benefit and wellness programs;
  16. Administers the Employee Assistance Program, training, communication and referrals;
  17. Maintains employee files and other records;
  18. Manages and maintains position descriptions and compensation ordinances for City positions;
  19. Manages the performance evaluation process including training supervisory personnel, ensures comprehensive, timely process ;
  20. Ensures compliance with federal, state and other regulations; prepares and submits information and data reports to PERRP, DOL, SERB, BWC, EEOC and other agencies as required;
  21. Keeps the Mayor and designated others fully and accurately informed, including identifying present and potential problems and suggestions for new or improved ways of addressing issues;
  22. Attends meetings, conferences, workshops and training sessions and reviews materials to remain current on the principles, practices and new developments in the Human Resources profession;
  23. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other departments and City employees, Federal and State agencies, workers' compensation and benefits providers, other agencies and the public;

Requirements:
  • Knowledge and ability to direct a comprehensive human resource management program .
  • Knowledge of the principles, practices and procedures of public human resource administration .
  • Knowledge of the principles, practices and procedures of public administration, organization and management .
  • Knowledge of the techniques of recruitment and selection of personnel.
  • Knowledge of methods to establish and maintain comprehensive classification and compensation plans .
  • Knowledge of Workers' Compensation insurance procedures and reporting requirements.

  • Ability to supervise the requisite research in the development of human resource rules, regulations, policies and programs.
  • Ability to establish and maintain complex clerical records and files and to prepare written reports from such information.
  • Ability to organize and coordinate a wide variety of materials, human schedules and supportive actions.

Education and Experience:
Education: Graduation from an accredited college or university with a Bachelor's degree or equivalent experience in Human Resource management, Master's Degree preferred
Experience: Considerable experience in human resources support and personnel functions; Experience in local, regional or state government, as well as experience with unions/collective bargaining are preferred. Strong verbal and written communication skills.
Professional Designation: Senior Professional in Human Resources-S PHR or Professional in Human Resources-PHR preferred. IPMA-CP or SCP preferred.
Valid Ohio Class D Driver's License.
