Overview:
We are currently seeking a Project Management Support Specialist for the Air Force Test Center (AFTC) Technical and Management Advisory Services (TMAS) Range Task Order (TO) contract to support the needs of the TDX organization. The Project Management Support Specialist plans, executes, monitors, controls, and finalizes projects according to established procedures, project schedules, and project budgets. This position is located at Arnold AFB near Tullahoma, TN.
Responsibilities:
Essential Functions
Foster an understanding, and assist in the implementation, of Systems Engineering (SE-1) principles.
Generate a wide range of SE1 project documentation, such as:Project Management Plans (CPMP and PMP)
Requirements Documents (SRD and TRD)
Design Documents (Preliminary and Detailed)
System Test Plans
Systems Engineering Approaches
Gap Analyses
Risk Assessment Matrices
Develop contractual documentation, in particular, Statements of Work (SOWs).
Schedule and facilitate meetings in order to extract/compile information from managers, system engineers, and subject management experts.
Review and provide constructive comments on documentation provided by other organizations, especially the operating contractor.
Download actuals from PeopleSoft for review/analysis to aide AF PM in determining status of projects.
Other Functions
Provide expertise in areas of screening incoming documents and reports, entering into tracking system, and routing to staff.
Review, proofread, and correct technical documentation.
Provide expertise in areas of reviewing, proofreading, and correcting outgoing correspondence.
Gather information from various sources and compile to provide program status, responses to requests for information, and/or consolidate reports.
Maintain electronic files and records, including update of information into databases and systems.
Track internal suspense system to ensure timely production of quality reports and documents.
Utilize computer programs to prepare reports, spreadsheets, and forms.
Support coordination and facilitation of customer's meetings and official visits.
Act as Financial Manager for assigned projects, including managing project budget and performing monthly finance activities such as actual evaluation, forecasting, and reporting to include variance.
Track milestones and deliverables.
Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Proactively manage changes in project scope, identify potential risks, and devise contingency plans.
Contribute to the development of PMO best practices and tools for project execution and management.
Qualifications:
Must be able to obtain or have an active and transferrable DoD security clearance with current investigation at the required level. Must be able to maintain the required clearance
Must possess a Bachelor's or Master's degree in related field and have at least 3 years of relevant experience. Additional years of experience may be substituted in some cases to meet the degree requirement.
Must have solid understanding of Systems Engineering (SE-1). Experience implementing SE1 principles within an organization highly desirable.
Proficiency in VISIO to create process flow diagrams highly desirable.
Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines.
Must have ability to quickly understand the customers overall technical objectives and mission and provide effective solutions.
Must have excellent verbal and written communication skills, along with the ability to brief and interface effectively with the customer.
Must exemplify a dedication to achieving the mission of the AEDC, as well as maintain high standards of quality and excellence in performing duties.
Must be able to work effectively alone, unsupervised, or within a group
Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
Must be willing to travel up to 10% of the time.
