Job Purpose:
This position is accountable for providing administrative direction and coordination for Council Service Center and Scout House properties, owned or non-owned, to ensure the health, safety, and security of users. The areas of responsibility include property management, risk management, insurance, supervision of facilities staff, compliance with regulatory agencies, and development of long- range, annual planning and forecasting for the maintenance of property assets as related to Council strategic plans, Long-Term Property Planning (LTPP), capital improvement plans, and board and budget directives.
Essential Functions
- Administer, direct, and manage the Council Service Center and Scout House owned and leased facilities to achieve the Council operating objectives while remaining within budgetary guidelines.
- Serve as the property and facilities subject matter expert and collaborate with and provide guidance to Camps Director and Camp Facilities Manager.
- Conduct visual inspections of Service Center and Scout House properties and develop a plan of action to address discrepancies.
- Hire, train and supervise facilities staff and provide direction in daily operations, action plans, and safety awareness.
- Serve as the Project Manager for Service Center and Scout House projects requiring outside contractor or vendor engagements.
- Research and negotiate all aspects of equipment contracts and maintenance agreements with outside vendors and contractors for Service Centers and Scout Houses. Coordinate with Camp Facilities Manager to seek efficiencies with equipment and vendors across all GSCTX properties.
- With input from Council leadership and mission-delivery departments, implement and maintain short-term property plans.
- With input from Council leadership and mission-delivery departments, implement and maintain Long-Term Property Plan.
- Responsible for the annual renewals of property, liability, and auto insurance policies and serve as the Council liaison for insurance claims. Coordinate with Camp Facilities Manager on Camps related claims.
- In conjunction with the CFO, and with input from mission-delivery departments, develop and monitor the annual budget for Service Center and Scout Houses
- In coordination with the Finance department, maintains and updates the fixed assets inventory of Service Center and Scout House property and equipment.
- With input from leadership and mission-delivery teams, responsible for identifying and providing training and support to Scout House Managers, Service Center Leads, and Scout House volunteer groups.
- Manages the Councils vehicle fleet and coordinates with site-specific Vehicle Leads who are responsible for ensuring inspections and repairs are completed
- Ensure compliance with required regulatory agencies as it relates to Service Center and Scout House properties.
- Maintain records, provide reports, and confer regularly with appropriate staff and outside contacts regarding conditions, needs assessments, and current issues related to Service Center and Scout House properties.
- Maintain the Councils Risk Management Plan and the Business Continuity Plan.
- Collaborate with the Camp Facilities Manager on development, maintenance, and training on emergency preparedness plans. Serves as the lead on plans related to Service Center and Scout House properties.
- Establish, maintain, and enforce the policies, systems, and procedures of Council properties.
- Attend appropriate trainings, seminars, workshops, and meetings to stay apprised of rapidly changing policies and regulations.
- Perform all duties in a timely manner to ensure deadlines are met.
- Provide quality customer service that resolves concerns by offering creative solutions in a timely manner.
- Engage in problem-solving skills, by clarifying desired information, researching, locating, and delivering findings and solutions.
- Display professional demeanor, and integrity at all times.
- Maintains strict confidentiality and professionalism when handling sensitive information.
- Adhere to the policies of Girl Scouts of Central Texas and promote girl scouting in a positive manner to the public as well as to all internal and external customers.

Required Qualifications
- Experience in construction project management, securing and supervising contracts, capital procurement, lease and contract development.
- Successful history in asset management and managing budgets including development of financial analysis models.
- Proven leadership qualities and strong skills in management and supervision of staff.
- Experience in administration and strong organizational skills.
- Demonstrated skill in strategic planning and tactical planning.
- Experience in managing insurance policies and submitting and managing claims.
- Ability to work well with co-workers and volunteers to resolve conflicts.
- Proficient in Microsoft Office Suite applications.
- Ability to travel and maintain a flexible work schedule.
- Effective written and oral communication skills.
- Problem-solving/conflict resolution skills.
- Capable of handling multiple tasks with frequent deadlines and shifting priorities.
- Effectively interact, work, and collaborate with people of various cultural backgrounds and promote an environment of inclusivity.
- Ability to make a commitment to the philosophy of Girl Scouting, both nationally and locally.
- Have and maintain a valid TX drivers license, and acceptable driving record, acceptable insurance, and reliable transportation.
- Yearly membership in GSUSA is required.
- Satisfactory results from a criminal background check are required.
Education
- Bachelors degree or a minimum of five to seven years of experience in a facilities/property related field.
Preferred Qualifications
- Understanding of not-for-profit agencies and their role in providing service in a community of diverse stakeholders.
Physical Requirements
- Frequent sittings, standing, walking, bending, and twisting upper body.
- Capable of lifting up to 50 lbs.
- Capable of viewing computer monitor for long periods.
Environmental Demands
- Continuous indoor activity and exposure to fluorescent lighting.
- Frequent exposure to the outdoor elements and conditions.
- Frequent exposure to computer, video, and other copier emissions.
