JOB TITLE: ASSISTANT PROPERTY MANAGER (TAX-CREDIT)
SALARY RANGE: $31,200 - $45,716
LOCATION: HOUSING OPERATIONS
SUMMARY: Under supervision of a Regional Property Manager or a Property Manager, manages and maintains a public housing or multifamily housing. The position entails monitoring property budgets and managing contracting and spending at the property, supervising maintenance staff, working in compliance with DHAs policy and standards, responding to requests for information within the scope of authority, and coordinating with service providers.

* Acts as the supervisor or assistant of a property;
* Working closely with the highest ranking maintenance staff assigned to the property, implements a preventive maintenance program for all systems and structures at the property;
* Working closely with the highest ranking maintenance staff assigned to the property, carries out routine and emergency work requests in a timely manner;
* Working closely with the highest ranking maintenance staff assigned to the property, and the Intake and Placement Department, re-leases vacant ready units as quickly as possible consistent with high quality maintenance work and compliance with all Occupancy requirements;
* Carries out inspection of all units, structures and systems that will ensure resident compliance with housekeeping standards, maximum scoring on HUD REAC inspections, and the preservation of the physical plant at the property;
* Monitors monthly spending at the property and revises spending plans in accordance with monthly reports;
* Tracks monthly rent and charges in addition to rent collected at the property;
* Tracks rent collected through DHAs lock-box reports and encourages tenants who have rental delinquencies to pay, and, when this is unsuccessful, prepares paperwork for lease termination. Goes to court on non-payment lease termination cases;
* Enforces the DHA lease against residents who violate it. Prepares paperwork for cause evictions and forwards paperwork to the DHA Legal Office;
* Works with on-site and remote service providers to support the tenancies of residents with severe social service needs.
* Coordinates with service providers and encourages residents to use services that will help them to be lease compliant;
* Facilitates the work of agencies and individuals who support individual residents;
* Schedules and completes annual UPC and housekeeping inspections; assures units have been properly made ready and occupancy is maintained at DHA standards. Prepares all properties for HUD REAC inspections;
* Conduct annual recertification for Tax Credit;
* Shows and leases units to prospective residents, including orientation discussion at the time of lease signing; manages resident move-in, move-out, transfer, and eviction procedures;
* Responds to resident questions and inquiries; attends monthly resident meetings and other meetings as necessary; resolves tenant complaints in accordance with DHA policy;
* Enforces the requirements of the lease; investigates and mediates complaints and disruptive situations; registers and monitors resident vehicles on property;
* Coordinates with police or security officers on property; updates incident reports;
* Walks grounds and buildings at least daily to assure they are kept in a safe, sanitary and decent manner;
* Performs administrative duties, including data entry, preparing and processing various documents, and maintaining files;
* Logs and assigns work-orders;
* Updates and maintains client database;
* Coordinates and schedules meetings and appointments as requested;
* Shows and leases units to prospective residents, including orientation discussion at the time of lease signing; manages resident move-in, move-out, transfer, and eviction procedures;
* Responds to resident questions and inquiries; attends monthly resident meetings and other meetings as necessary; resolves tenant complaints in accordance with DHA policy;
* Enforces the requirements of the lease; investigates and mediates complaints and disruptive situations; registers and monitors resident vehicles on property;
* Prepares default letters and late fees accordingly per Tenants lease;
* Coordinates with police or security officers on property; updates incident reports;
* Walks grounds and buildings at least daily to assure they are kept in a safe, sanitary and decent manner;
* Performs clerical and administrative duties, including data entry, preparing and processing various documents, and maintaining files;
* Updates and maintains client database; may supervise clerical staff;
* Assists in the collection, analysis and reporting of data required to provide accurate and current assessment of property management objectives;
* Coordinates and schedules meetings and appointments as requested;
* Explains nature of DHA programs, procedures and services to clients; maintains absolute confidentiality of work-related issues, client records and DHA information;
* Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff;
* Enthusiastically promotes the President/CEOs priorities
Knowledge and Skills:
* Knowledge of DHA organization, operations, policies and procedures.
* Knowledge of HUD regulations pertaining to various housing programs.
* Knowledge of Texas Apartment Association (TAA), HUD and DHA residential and multi-family building codes, maintenance and health standards, and inspection procedures.
* Knowledge of basic principles of record keeping, case files and records management.
* Skill in establishing cooperative working relationships with employees and the general public.
* Skill in operating a personal computer utilizing a variety of business software.
* Skill in effective communication, both verbal and written.
* Skill in interacting with people of different social, economic, and ethnic backgrounds.
Physical Demands:
Must be able to lift/carry up to 10 pounds.
MINIMUM QUALIFICATIONS:
Associate degree in business, real estate, property management, sales, public administration or related field and one year property management experience required; Or an equivalent combination of education and experience.
Valid Texas State Drivers License.
Certification in Rent and Income Calculation.
Tax Credit Certification/Income Eligibility within six (6) months of appointment.
