DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Reviews subject property information and requests any additional information that may facilitate the appraisal process. Prepares appraisal engagement assignment letters. Reviews appraisal reports for USPAP compliance and City, State and Federal (if needed) requirements. Consults with external appraisers. Makes sound recommendations to management regarding the credibility and reliability of appraisal reports. May prepare internal Cost Estimates, Probable Price Estimates, and Appraisals. Must understand real estate appraisal principles and terminology. May serve as team lead and/or as a project manager coordinating larger appraisal/valuation activities. Successful candidates must be self-directed and possess superior customer service skills. Performs other duties as assigned.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in real estate activities, design or a closely related experience are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES
Although not required, preference will be given to applicants with the following:
* 4+ years of experience in commercial real estate appraisal with a minimum of 1 year of commercial real estate appraisal review.
* 1+ year of condemnation appraisal experience and/or 1+year of condemnation appraisal review experience.
* Proficiency in MS Word, Excel and Outlook. Working knowledge in PowerPoint. Experience with Access and Publisher is an advantage.
* Strong writing skills and solid oral communication.
Preference will also be given to candidates who possess a valid Texas Driver's license and be in compliance with the City of Houston's policy on driving (AP 2-2).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
