Job description

Nakupuna Solutions is looking for a Program and Management Analyst to join our team of talented consultants providing professional services to the Washington Headquarters Services (WHS). This individual will support a team to develop a comprehensive book of WHS financial management knowledge, processes, and activities for use by Government employees. WHS provides a wide range of enterprise shared services to DoD headquarters, Office of the Secretary of Defense, and DoD components. Their mission is to deliver an exceptional customer experience with greater performance and lower costs, enabling DoD agencies to fulfill their missions.


Responsibilities:

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. The candidate will work within a team construct, but also individually to meet client requirements.

  • Support cross-functional teams with identifying, gathering, and organizing narrative and data using standard Microsoft Office tools such as Word, Excel, PowerPoint, Project, and SharePoint.
  • Work with leadership to conduct weekly Project Status Review (PSR) meetings with both internal and external stakeholders.
  • Support the creation of meeting minutes and maintain required actions and activities lists for tracking project progress and ensure timely submission of completed reports at client-specified frequency.
  • Assist Project Managers in developing and maintaining a project plan throughout the duration of the project.
  • Keep leadership abreast of project execution, and any issues (e.g., production, equipment/facilities, manpower, project delays, etc.) of potential impact to achievement of client requirements/deliverables or requirements exceeding defined scope of work.
  • Participate in Team meetings, client and milestone meetings; maintain ongoing awareness of project status.
  • Support project coordination activities such as assessment of information management systems, human capital, administrative support, and financial and budget resources.
  • Support the analysis of opportunities to improve internal workflow and processes, distribution, forms and record keeping, span of control, staffing ratios, and organizational structure.
  • Support the analysis and recommending of business operations improvement opportunities involving work processes and administrative procedures that are clerical, routine, and mostly straightforward and are common to several different organizations.
  • Communicate the impact of changes in mission or resources and recommending alternative courses of action and possible solutions to resolve management problems in areas such as systems, manpower utilization, productivity management, workflow, and paperwork management.
  • Build high-quality communications materials (briefs, memos, reports).
  • Support Business Case Analysis (BCA) development of agency efficiencies.
  • Support the development of implementation plans that include organizational framework(s), transition roadmap(s), engagement plans, and change management plans.
  • Identify opportunities for enhancing shared service offerings within the client organization and develop client relationships.
  • Participate in and facilitate sessions/workshops/interviews with stakeholders to gather details on processes and optimize business capabilities delivery.
  • Synthesize information to draft executive summaries and condensed reports.
  • Review, revise, and edit team deliverables, including presentations, briefings, memos, and facilitation materials.
  • Identify and document performance measures expressed in terms of objective and threshold values and relationship to industry benchmarks.
  • Identify industry based common processes that enable use of shared services and commercial IT solutions and information requirements.


Skills/Qualifications: Critical thinking is a must. The ideal candidate is able to comprehend, analyze, and synthesize complex data into digestible and informative graphics and written content. A self-starter, capable of seamless work as an individually or in a team environment.

  • Familiarity with DoD or direct Defense Agency or Field Activities (organizational structure, budgeting processes, IT Acquisition, Human Resource Management, etc.).
  • Proficient with Microsoft Office to create high quality work products.
  • Proficient with facilitation and business process reengineering and improvement techniques and tools.
  • Experience with the Planning, Programming, Budgeting and Execution (PPBE) process.
  • Experience with delivering high-quality client service in a fast-paced, constantly changing environment.
  • Expert analytical, problem-solving skills, with experience with exercising high professional judgment.
  • Excellent communication skills and strong writing skills.
  • Proficient in Microsoft Office applications, with a strong emphasis in Excel and PowerPoint.


Education and Experience: This position requires a Bachelor's degree or higher in business, finance, engineering or an equivalent related field as well as a minimum of 3-5 years of professional experience.


Clearance Requirements: This position requires an active SECRET security clearance. Must be a U.S. citizen.


Work Location: Work is performed on government site at the Pentagon and/or remote work, unless directed. Employees will work in close proximity with Government personnel. Core work hours are 0800 to 1700 Monday through Friday except holidays.
