Job description

Function

Provides counsel, support, and guidance necessary to meet the human resource needs of the City. Participates in the planning, development, and coordination of policies, procedures, and programs in all areas of the human resources function. Performs complex and highly responsible work in all areas of the human resources function.

Examples of Work

* Informs departments on current human resource issues, policies and procedures
* Works with departments to answer questions, provide information and facilitate personnel actions
* Assists with designing and updating human resources policies and procedures
* Investigates allegations of discrimination or harassment based upon a protected characteristic; prepares final report detailing findings and corrective action as necessary
* May administer the Public Safety recruitment and promotional process
* Advises departments regarding legal compliance issues (e.g. Equal Employment Opportunity, USERRA, and ADAAA) and ensures departments are kept informed of changes or new developments in the field
* Provides policy development, interpretation and guidance; recommends course of action concerning performance management and disciplinary actions
* Supervises front-desk staff
* Facilitates grievance process
* Builds and fosters positive relationships with department heads, supervisors and employees
* Facilitates the selection process for departments, provides policy interpretation and guidance to hiring managers on the methods of recruitment, screening, interviewing and selection; participates in job fairs
* Partners with departments in developing and revisions of job descriptions, establishes new positions, and assigns the appropriate salary range; conducts salary market analyses and recommends adjustments aligned with the City's compensation philosophy
* Assists with training new staff members and cross training current staff
* Manages unemployment cases to include attendance at hearing, coordinating appeals and presenting the City's case when necessary
* Manages various programs and projects as assigned (1610, Volunteer, EAP, drug testing, driving record, performance evaluation process)
* Performs other related duties as required

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Human Resources, Public or Business Administration, the Social Sciences or related field. Master's degree and/or PHR/SPHR, SHRM-CP/SHRM-SCP, or IPMA-CP/IPMA-SCP certification preferred.

Three (3) years of experience in human resources in the areas of recruitment, employee relations, policy interpretation, legal compliance, EEO is required.

Thorough knowledge of principles, practices and laws in the human resources field is required. Knowledge of local government organization and operation preferred. Proficiency in personal computers operations to spreadsheets and presentation software required.

Ability to handle large volumes of work and complete multiple assignments under time constraints; design, analyze, and implement policies, procedures, and programs; develop and present analytical studies, reports, and recommendations; plan, direct, and coordinate designated projects to ensure that goals are accomplished within prescribed time frames; establish and maintain effective and harmonious working relationships with diverse populations.

Must possess excellent oral and written communication and presentation skills.

A criminal background check related to this position is required prior to any official offer of employment or promotion. Experience may substitute for education on the basis of one year of appropriate experience for each year of education.

Features

Performs duties under the limited supervision of the Director of Human Resources through discussions and consultations. This position requires initiative, sound, and independent judgment in accomplishing assigned duties within established guidelines, policies and procedures. Requires performing complex professional work in all human resources and EEO functions. Requires excellent communication, analysis, negotiation, investigation, presentation and mediation skills. Extensive contact with all levels of city officials, and a variety of internal and external customers. Requires work beyond a standard 40-hour workweek to include evenings, weekends and holidays. Considered "essential personnel" during city emergency situations to provide support to the Emergency Operations Center (EOC) to include long hours and unusual schedules. Requires some travel to outlying city departments and within the local area and occasional out-of-town travel. This is an exempt position.
