In this role you will research and analyze the background of ownership and executives of all business entities with and/or seeking DSS facility clearances (FCL). Apply business knowledge and intelligence methodologies to evaluating companies, their structures, personnel, and affiliations. of business organizational structures and searching for indicators of foreign ownership control or influence (FOCI) and compliance with the NISPOM.

More About the Role:

You will be responsible for, but not limited to, the following responsibilities:

  • Coordinate and collaborate with other departments and agencies external to DSS (e.g., DHS, HHS, and FBI among others).
  • Applies business knowledge to develop analytical assessments of FOCI finding, Quality Assurance of partners assessments, and identify current trends concerning intelligence indicators to assist with future planning and allocation of resources.
  • Evaluate companies and their organizational structures, personnel, affiliations, stakeholders, and associations.
  • Search for indicators of foreign ownership control or influence (FOCI).
  • Write analytical assessments include recommendations for continued in-depth research.
  • Research for FOCI using a full range of economic investment tools (such as CLEAR and PitchBook), DSS records National Industrial Security System (NISS), Defense Security Service Counterintelligence Analytic System (DCIAS) and Intelligence Community (IC) classified databases and investigative tools (e.g., Palantir, HotR, TAC).
  • Administers and coordinates policies and procedures for analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work sites.
  • Supports determinations of who should have classification authority, and reviews plans for document and access controls, transmission of sensitive information and materials, and related information controls and safeguards.
  • Maintains and/or operates policies, devices, procedures, and methods used for safeguarding information, property, personnel, operations, and materials.
  • Assists the development of security plans including, but not limited to, access to grounds by employees, vendors, Government personnel, and others; badge and pass systems; and clearance records and controls.
  • Utilize, monitor, and maintain the International Division MS Access database(s) and mailbox(s).

You'll Bring These Qualifications:
  • Active Top Secret clearance with SCI
  • Bachelor's Degree in Business Administration, Intelligence, Security Analysis or other related fields.
  • At least 5-years of security, business, or intelligence experience;
  • Knowledge of business structures and entities.
  • Must understand the National Industrial Security Program (NISP) and requirements for facility security clearances.
  • Proficiency with MS Office products.
  • Demonstrate an autonomous self-starting work ethic, be able to work independently, follow tasks through to the end, demonstrate flexibility when dealing with changing priorities and deadlines, possess effective communication skills, and demonstrate the ability to address multiple high-priority requirements simultaneously.
  • Demonstrate excellent interpersonal skills, sound judgment, and good administrative/organizational skills.

These Qualifications Would be Nice to Have:
  • Technical Security certifications.
  • Knowledge or experience in mergers and acquisitions, business formation documentation, assessing investment risk, and due diligence assessments.
  • Experience in the U.S. intelligence community; knowledgeable of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as intelligence and FIS threat entities, operations, and capabilities that may be directed against, DoD and other U.S. resources.
  • Experience with intelligence analysis, including counterintelligence, all-source and law enforcement missions; knowledgeable of U.S. intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis, and other intelligence collection related activities.
  • Practical knowledge of analytic tradecraft - able to formulate and conduct original research; collating, organizing, and analyzing information; resolving analytic conflicts; and presenting clear and concise findings.
  • Experience with analytical support to CI operations and investigations. Knowledgeable of the principles, concepts, and methodologies of intelligence analysis and research to include link analysis and database manipulation. Able to integrate intelligence collection and/or analysis across multiple interagency element
