The Employee Services Division of the Oregon Department of Corrections is actively recruiting to fill a Principal Executive Manager E, Recruitment, Classification and Compensation Administrator position. This role will blend full life-cycle recruitment best practices to attract and retain top talent, while elevating the delivery of classification and compensation services throughout the Department of Corrections.

This position may be located throughout the state, work location will be determined at time of appointment, and is approved for hybrid remote/onsite work. Regular travel to hiring and community events throughout the state is required within this position.
WHAT DOES THIS POSITION DO?
The Recruitment, Classification and Compensation Administrator serves as a member of the Employee Services Executive Team. The individual in this position is an agency leader who is responsible for advancing equity, inclusion, and diversity within all areas of responsibility. The individual in this position will support the Department of Corrections by enhancing recruitment efforts to attract and acquire a diverse workforce, utilizing inclusive hiring practices, embedding equity at the foundation within classification, compensation, and background check practices. This position provides leadership and direction through planning, implementing, and evaluating holistic approaches to meet the agencies strategic goals and initiatives.
The Recruitment, Classification and Compensation Administrator is responsible for providing sound leadership and human resources expertise to efficiently oversee the unit's caseload while providing consultation and guidance to leaders throughout the agency. The position partners closely with key stakeholders to include agency leadership, labor partners, legal counsel, and human resources managers to driving consistent practices throughout the agency while elevating programs to drive efficiency and innovation.
This position will be responsible for hiring, supervising and managing the performance of professional level staff who are geographical located across the state. This position requires the incumbent to ensure sound decisions are made to mitigate risk across the agency.
WHAT ARE THE WORKING CONDITIONS?
This position operates in a hybrid model, performing duties onsite in a standard office environment and remotely.
Most work conducted by this position occurs in a standard office environment and involves regular travel to attend recruitment and community events. Telework may also be a considered work option. Occasionally work may be performed in an adult correctional facility where interactions with AICs may occur. The AICs have the potential for becoming angry, hostile, abusive and aggressive, increasing the risk for employees of physical injury, death and/or being taken hostage. Incumbent of position is subject to callback in the event of an emergency or work stoppage and is subject to assignment in any area of an institution.
May encounter emotionally charged individuals. This position is responsible for managing multiple projects and priorities, handling demanding issues, and working with conflicting and/or short time frames. Regular travel to conduct official business on behalf of the department is required.
WHAT ARE THE QUALIFICATIONS?
Your application will be reviewed to ensure that you have at least:
- Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget management or oversight; OR
- Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget management or oversight; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management; OR
- Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or management or oversight of a budget.
- Demonstrated experience developing and leading nationwide recruitment strategies that are reflective of diversity, equity, and inclusion best practices.
- Ability to mentor effectively across all aspects of difference.
- Knowledge of principles and practices of classification and compensation development, administration, and evaluation
- Advanced working knowledge with HR practices, including but not limited to recruitment, classifications, compensation, and labor management.
- Advanced knowledge of collective bargaining agreements, personnel laws, rules, and regulations.
- Demonstrated ability to analyze specific situations, develop conclusions and recommendations, and communicate such recommendations clearly.
- Excellent written and verbal communication skills and the ability to communicate with all levels within the organization in a collaborative way.
- The ability to explain process and policy to both subject matter experts and non-experts
