SUMMARY


City Lending Inc, a direct mortgage lender headquartered in the DC metro area, is seeking to fill the critical role of Quality Assurance Manager. The Quality Assurance Manager is responsible for overall development, implementation, and maintenance of the organizations Quality Management System (QMS).


This is an individual contributor position working under supervision of our Quality Control Manager and responsible for performing prefunding and post-close quality control audits.
Education and Experience:
The candidate for the QC Analyst position must have mortgage knowledge with a minimum of 5+ years of experience underwriting and extensive quality control background.
• Bachelor's degree in Business Administration or related field.
• Recent Quality Control Experience Required. Through understanding of agency quality control and regulatory compliance requirements.
• Underwriting FHA, FNMA, FHLMC, and VA mortgage loans (USDA preferred but not required): 5+ years experience Required. DE certification is preferred.
• Experience with Encompass is required.
Essential Duties & Responsibilities:
• Re-underwriting all varieties of mortgage loan products for prefunding and post-close quality control audits: FHA, FNMA, FHLMC, and VA mortgage loans.
• Analyze credit documents, including, but not limited to, mortgage applications, credit history, debt ratios, loan-to-value ratios, income documents, financial statements, title, insurance, appraisal quality and property valuation, closing documents, and various other factors.
• Verify compliance with applicable federal, state, and local regulations and laws such as, but not limited to: Fair Housing Act, ECOA, TILA/RESPA Integrated Disclosure Act (TRID), and the Home Mortgage Disclosure Act.
• Accurately determine, document, and communicate loan exceptions.
• Review and respond to exception rebuttals from our Underwriting and Operations teams.
• Review and respond to internal performance and QC Vendor audit results.
• Complete QC vendor's oversight monthly reviews.

• Assist Quality Control Manager in reviewing and responding to investors and mortgage agencies post-closing quality assurance audits, including re-underwrite of the loan, if necessary.
• Assist Post-Closing Department to resolve FHA insurance requests.
• Assist in monthly discretionary loan file selections for post-close QC.
• Analysis of vendor's post-close random loan file selections to ensure proper statistical sampling is being met.
• Assist in re-verifications of assets, income and employment, and primary occupancy for post-close QC reviews.
• Meet all assigned deadlines.
• Work with manager to establish production and quality goals.
• Performs other duties as assigned.
• Maintain knowledge of all applicable underwriting guidelines, mortgage related laws/regulations quality control best practices and industry trends. Attend training in assigned classes, webinars, and seminars.

Qualifications, Knowledge, and Skills:
• Underwriting FHA, FNMA, FHLMC, and VA mortgage loans (USDA preferred but not required): Minimum 5+ years experience Required. DE certification is preferred.
• Strong experience in both manual and automated underwriting FNMA, FHLMC, FHA, VA is required.
• Demonstrated knowledge of state & federal law including but not limited to: Dodd-Frank and CFPB oversight environment, HMDA, RESPA, TIL, ECOA, Privacy, Fair Credit Reporting, Flood Insurance, AML and OFAC.
• Thorough knowledge of industry products, guidelines, laws, regulations, risks, and trends.
• Demonstrated analytical skills
• Handle multiple projects and work under deadlines.
• Experience with the Encompass required.
• Proficient with quality control vendors' platforms.
• Proficient with Microsoft applications such as Excel, Word, PowerPoint, and Outlook.
• Superior written and verbal communication skills; extremely organized and detail oriented.
