House Human Resources Director

LOCATION: Olympia, Washington
SALARY: $8,487 - $12,915 Monthly - Dependent on qualifications, benefits eligible

JOB OVERVIEW:
This is a unique first-time opportunity to establish and develop a Human Resources Office within the House of Representatives.
This position oversees the functions of the House Human Resource Office. Responsibilities include the development and oversight of the office, including development of internal goals and objectives and providing strategic, customer-focused human resources services throughout the entire organization. This position works collaboratively with House workgroups and reports to the Chief Clerk.
HOUSE OF REPRESENTATIVES PROFILE:
The House of Representatives comprises half of the Washington State Legislature and is made up of 98 members elected to serve two-year terms, representing 49 legislative districts. The Legislature meets every year to consider and pass legislation involving public policy, state revenue, and state spending. In addition to elected members, the House also employs approximately 230 full-time year-round staff, and 100 temporary session staff and interns.
The position is exempt from civil service laws and must be able to work long and/or irregular hours as required during the legislative session. Regular legislative sessions take place January through March in even-numbered years, and January through April in odd-numbered years. Special legislative sessions occur as needed. This position is expected to work full-time hours during session, with a flexible schedule as an option during interim months.
Our workplace is on the beautiful Capitol Campus in Olympia. The 486-acre campus includes the Legislative Building and other historic structures, as well as popular parks and trails with views of Capitol Lake, Budd Inlet, and the Olympic Mountains.
KEY RESPONSIBILITIES:
* Consults on human resources matters with staff directors, supervisors, and employees.
* Supports effective communications throughout the organization.
* Plans, leads, and organizes the human resources work performed by the institution.
* Maintains the highest standards of personal/professional and ethical conduct and develops strategies to support a diverse and inclusive workforce.
* Creates and fosters an environment that promotes collaboration and achieves institutional goals.
* Manages the implementation of human resource policies.
* Consults on recruitment and selection strategies, new employee orientation, and employee performance management.
* Assists in the onboarding of new employees.
* Manages agency programs such as Americans with Disabilities Act, mentoring program, employee development program, and other HR related activities.
* Collaborates with House Counsel to maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance.
* Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
* Creates learning and professional development programs and initiatives that provide internal development opportunities for employees.
QUALIFICATIONS:
Desirable Education/Experience:
* Advanced degree, JD, or other specialized training working in field of Employment Law and/or Human Resources specifically in the areas Title VII, American with Disabilities Act, and the Washington Law Against Discrimination.
* Experience working in a Legislative environment or public sector.
* Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification or Senior SHRM Certified Professional.
* Prior experience in conducting investigations in the areas of workplace policies, including allegations of discrimination and harassment, interviews, investigative analysis, and production of investigative documentation.
Required Education/Experience:
* Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences.
* Seven or more years combined human resources, investigative, or legal experience.
* Demonstrated knowledge and experience in strategic management and planning.
* Excellent verbal and written communication skills.
* Excellent interpersonal, negotiation, and conflict resolution skills.
* Excellent organizational skills and attention to detail.
* Ability to prioritize tasks and to delegate them when appropriate.
* Ability to act with integrity, professionalism, and confidentiality.
* Thorough knowledge of employment-related laws and regulations.
* Proficient with Microsoft Office Suite or related software.
* Strong knowledge and experience in a variety of human resource program areas such as organizational development, the corrective and disciplinary action process, classification and salary administration, recruitment and selection, equal employment and labor laws and regulations and diversity, equity, and inclusion in the workplace.
* Ability to research, analyze and problem-solve, and determine alternative courses of action to resolve a variety of issues.
SALARY AND BENEFITS:
Salaries for professional legislative staff are competitive. The specific salary will depend on the successful applicant's education and experience.
