Leidos MSD is currently seeking a qualified, energetic individual to fill the position of Program Manager or Deputy Program Manager to lead and assist in the execution of Naval Surface Warfare Center (NSWCCD) programs, specifically for the design update and development support for the British Undersea Test and Evaluation Center (BUTEC) High Gain Measurement System (HGMS). This position is located in Poulsbo, Washington or Long Beach, Mississippi and will support contracts active in Washington, Mississippi, Idaho, Bahamas, and United Kingdom.
The Maritime Solutions Division (MSD) of Leidos develops and deploys advanced technology solutions that address existing and emerging maritime missions of national importance for a broad range of customers across the Department of Defense, Intelligence Community, other governmental agencies and commercial clients.
MSD is an industry leader in developing, applying, and advancing the state of the art signal processing technologies for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems including distributed netted sensor systems, communications systems, positioning systems, tactical decision systems, and autonomous unmanned platforms. Leidos maritime systems are addressing complex mission requirements and pioneering impressive firsts in the application of advanced signal processing solutions to the full range of maritime missions. The MSD team includes an outstanding group of engineers and scientists, located in Arlington VA, Long Beach MS, Newport RI, Poulsbo WA, San Diego CA, and other sites around the United States, who support a broad range of activities ranging from advanced prototype development for DARPA, ONR and other S&T customers to provide support for ongoing Navy missions. The successful applicant will become part of a world-class team that is a recognized leader in maritime systems development.
Primary Responsibilities
Responsible for all aspects of the development and implementation of assigned program(s) and/or projects and provides a single point of contact for those program(s) and/or projects. Takes program from current state through to final implementation. Daily activities include program/project planning, tracking, and analysis, team organization and coordination, earned value management system (EVMS), comprehensive risk planning, conducting meetings, customer coordination, technical and analytical guidance to the team, briefing senior management, taking corrective action when needed, taking proactive steps towards risk mitigation, assisting senior management team in strategizing across the program enterprise.
This position will require periodic travel to CONUS and OCONUS locations.
Responsible for coordinating with Government Program Managers and/or other contractors at a senior level. Manage and coordinate activities for all internal resources required to achieve the goals of each program/project. Provide all program/project information and Contractor personnel activities schedules needed by the Government Program Manager, within the timeline and in the format required by the Government Project Manager, or creating the format when one is not prescribed.
Perform program management activities including, but not limited to, planning, scheduling, organizing, coordinating and directing internal resources to achieve technical requirements and schedule. Use standard Project Management Body of Knowledge (PMBOK) terminology, guidelines, and principles in support of contractual obligations. Use organizational program management processes and templates, including generation of additional templates or improvements of existing templates as necessary.
Influence the development of solutions that impact the Program, including an understanding of the overall NSWCCD program for acoustic measurement, and assist with strategic program goals and business results. Recommend and implement new solutions, processes, policies, standards in support of the NSWCCD portfolio of programs.
Leading and supporting bid and propsals for future work, both US and FMS as needed.
Basic Qualifications
- 10+ years' total experience in Project or Program Management.
- Requires a BA degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience.
- Proficient with using MS Office software including MS Project.
- Experience with earned value management system (EVMS) process, interpreting the data, correcting programs based on data, and briefing senior management on status and corrective actions.
- Experience with engineering program and project management activities including reading engineering drawings, developing requirements, coordinating subcontracts and subcontractors, scheduling, project execution and wrap-up, and reporting.
- Effectively work with a team establishing strong, collaborative working relationships with government customers, technical staff, senior managers and peers.
- Strong problem-solving skills, along with excellent written and oral communication skills.
- Must have ability to obtain a Secret Security clearance.
- Strong follow through skills.
- Some telework will be possible; however 100% telework will not be an option.
Must also be able to:
climb at least 50 feet of rung ladder to access various parts of a vessel as required. transit to and from a marine vessel including transiting up and down marina gangways at varying angles as needed during travel. drive a company/rented vehicle. Complete international travel when required.
Preferred Qualifications
- Experience working in a DoD environment.
- PMP certification.
- Maritime engineering experience.
- Master's degree or interest in obtaining a Master's degree in management/business/engineering.
