Summary
The Senior Project Manager is an experienced construction professional with business unit portfolio and client focus. Driven by commitment to the organization, the incumbent is a team-builder with broad spectrum talent that allows for the management of key relationships from client to the project team, external stakeholders, and field supervision. Fully proficient with the technical, leadership, and communication skills required to fully lead complex projects and a single entry project from estimate to close-out, the incumbent has the ability to manage all aspects of project financials, costing, safety, quality, subcontracting, labour, and equipment. Significant technical and executional ability makes the incumbent the most capable and knowledgeable project administrator in the operations structure.
The incumbent leverages the various AoEs to ensure proper execution of work and compliance with policy and management systems, and displays a broader and longer-term view of not only the portfolio as a component of the business unit, but also of broader company dynamics and how the goals of the business unit play into overall corporate strategy. The incumbent provides a single point of leadership on subcontracted work and on smaller scale self-perform projects, and may work in tandem with a Construction Manager or at least a senior superintendent to focus on craft needs, provide leadership in technical areas, and assure safety, quality, and productivity meet expectations.
Essential Functions
Execution
- Ensure preparation, implementation, and administration of Safety and Environmental program on the project in conjunction with Safety expertise group.
- Ensure maintenance and administration of the cost reporting system for all project components in Graham Toolbox System.
- Prepare and monitor the project master schedule in conjunction with the Project Management team.
- Ensure coordination and administration of drawings, drawing records, and revisions.
- Ensure coordination and administration of site instructions and change order process.
- Ensure written documentation for all verbal clarifications and instructions are obtained and distributed to project stakeholders as applicable.
- Chair project meetings and ensure quality of project meeting minutes.
- Negotiate and select subcontractors to ensure capability of subcontractor to perform, completeness of scope coverage, and best value.
- Prepare project execution plan in conjunction with Superintendent.
- Select personnel for the project in conjunction with the Operations / District / General Manager.
- Advise Manager on project execution issues, potential claims, and disputes in a timely fashion.
- Prepare the Monthly Project Report and review with Manager.
- Evaluate potential execution strategies to ensure implementation of the best combined utilization of materials, equipment, labour, and subcontractors for successful project outcomes.
- Identify required and optional changes in project scope; negotiate change orders with the owner.
- Review the project's production, cost, and schedule with the project staff as the project proceeds on a weekly basis.
- Benchmark efficiency and effectiveness of project activities and act to improve project outcomes.
- Assist in developing potential project managers and superintendents.
- Adhere to the Senior Project Manager role and responsibilities as it relates to governance and outlined in the Graham Management System (GMS).
- Select and utilize Graham-approved scheduling program suitable to project needs.
- Ensure updates, preparation, and distribution of bi-weekly schedules are completed, and notify the manager of deviations from schedule in a timely manner.
- Prepare the QA / QC project program in conjunction with Expertise group.
- Ensure the execution of the quality control program on the project, and that all aspects of the work conform to applicable specifications, codes, and standards.
- Review all project reporting to ensure proper coding and cost allocation.
- Ensure proper process and execution of material procurement and expediting.
- Ensure project closeout activities such as coordinating documentation for deficiencies, warranties, operation and maintenance information are completed in a timely and accurate fashion.
- Oversee Subcontractor Procurement Process.
- Monitor and track equipment and resources inventory.
- Ensure that daily, weekly, and monthly labour, equipment, material, and sub trade costs are administered and reviewed on a regular basis.
- Contribute to estimating of projects, including determining project scope, subcontractor selection, pre-award planning, and costing.
- Complete margin forecast in Projects program and review with Manager on each month end.
- Ensure the issuance of documentation for pricing and change administration.
- Review and approve change order pricing when prepared by subordinates.
- Oversee progress invoicing and collection of receivables.
- Make commitments (i.e. contractual, spending, or purchasing) on the company's behalf as described in the Corporate Authority Matrix:
- Contract Change Orders: up to $100k
- Waiver Subcontractor security requirements: up to $200k
- Subcontract Change Orders: up to $100k
- Short Form Subcontracts: up to $50k
- Purchase Orders: up to $100k
- Purchase/Sale of Capital Assets: up to $100k in value
- Act to resolve disputes between the company and owner, or company and subcontractors when possible prior to Manager's involvement.
- Build and maintain effective and efficient working relationships with internal and external clients.
- Ensure that project staff understand the company's operating policies and practices, and apply these appropriately.
- Provide direction, coach / mentor / develop, review performance, and recommend advancement and dismissal of personnel reporting to the Senior Project Manager.
- Demonstrate HSE and Quality behaviours that reflect corporate expectations of Actively Caring and Road to Zero.
- Lead, promote, and maintain a positive safety culture within the team, without compromise.
- Take responsibility for the development, implementation, and execution of the Project Specific Safety Plan.
- Take responsibility for own health and safety, and that of other workers, visitors to the site(s), the community, and the environment.
- Ensure HSE has equal status through all phases of the project prior to any construction approval, and during execution.
- Monitor and measure HSE goals and expectations using Key Performance Indicators.
- Understand and comply with client requirements, Occupational Health and Safety regulations, and all applicable government laws and regulations.
- Review, approve, and close out all incidents to support Continuous Improvement processes and feedback for the HSE MS.
- Demonstrate commitment to quality and safety by evaluating project-related processes.
- Ensure that Project Quality Risk Assessment is conducted for the project upon award of project contract.
- Ensure implementation of the PSQP on the project site by all project stakeholders.
- Review the Field Surveillance Reports and initiate NCRs based on analysis and severity of findings.
- Ensure that Quality KPI data for the project is documented.
Education, Experience and Knowledge
- Technical trade certificate with minimum 15 years experience in Project Management and field; Engineering Degree or Technical Diploma preferred.
- Minimum of 8 years of direct experience required. Depending upon the project size, scope, and complexity, the years of experience may vary.
- Business Leadership Training - 20 hours (Graham Foundations of Leadership or University Leadership course or Major approved certificate course).
- Certified proficiency with Graham Toolbox (Estimating, Field Administration, Project Administration).
- Gold Seal Certification in project management.
- Certified Safety Officer certification.
