Summary
This recruitment is for Term Limited Temporary or Special Duty Assignments - approved through the end of December 2022.
Interviews will be held December 16th and 17th.
King County - Department of Executive Services (DES)is looking for a dynamic, customer-focused Talent Advisors - Recruiter (HR Analyst)to join our fantastic team. As the Talent Advisor, you will provide professional-level full-cycle recruitment services for our shared services agencies.
In this position, you will focus on developing and executing innovative strategies to source applicants. Manage the candidate relationship and build pipelines for competitive diverse candidates.
You will also provide strategic consultation to hiring managers regarding their hiring needs. Our ideal candidate brings a strong recruiting and sourcing background, fresh energy, and innovative ideas to enhance the quality, diversity, and choice in our applicant pools and identify top quality talent.

SCOPE OF JOB DUTIES - To be considered minimally qualified for this role, you must demonstrate knowledge, skill, and ability to:
* Manage and perform full-cycle recruitment processesfor professional-level and trades positions. Partner with hiring managers and internal teams to identify position requirements and understand hiring needs. Create systems to build a pipeline of competitive talent.
* Engage with and source applicants.Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events. Manage the candidate relationship through the complete recruiting lifecycle.
* Promote King Countyas an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals.
* Educate hiring managersrecruitment and HR team members on processes and practices for identifying, attracting, assessing, and closing qualified, diverse talent.
* Gather and report on crucial recruitment metrics(including client satisfaction and candidate experience) and devise strategies to make improvements where needed.
* Develop tracking systems and metricsto report quality and cycle times, as well as for continuous improvement efforts.
WE ARE LOOKING FOR CANDIDATES WHO:
* Haveexperience managing full-cycle recruitments for trades, administrative, and professional level positions including providing consultative advice to hiring managers OR any combination of education and experience necessary to perform the scope of job duties.
* Havean HR acumen and experience with HR principles and employment processes.
* Arecomfortable having conversations about race and how systemic racism has an impact on hiring and recruiting practices.
* Candevelop and implement screening and examination techniques to broaden our applicant pools; prepare candidates for interviews, reviewing culture, organization structure, job description, competencies, and expectations. Assess applicants' strengths and fit for the agency through robust input from stakeholders.
* Havea genuine collaborative and consultative style in their approach to their work, understand the importance of building effective relationships with hiring managers, team members, and candidates.
* Haveexcellent interpersonal skills and are very politically savvy; comfortable providing advice and consultation to supervisors/managers and leading value-added discussions that challenge conventional norms and thinking.
* Canprioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
* Haveeffective communication skills that use tact and diplomacy in all situations.
* Areskilled and comfortable using an office productivity suite, HRIS systems, and ATS, another internet-based tools in their daily work (The county uses Microsoft Office, SharePoint, PeopleSoft HCM and NeoGov).

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will also have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with thePublic Health Directivefrom the Seattle & King County Public Health Officer.
