Note: This position is remote initially due to COVID but will be onsite after it is deemed safe to return.

Description Qualifications for this position

Reviews, analyzes, and evaluates business systems and user needs. Writes operation memoranda and helptext for agency workers to learn how to use new functionality. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standards, current and emerging technologies, and business process mapping and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Develops RFPs.

Business Analyst/Consultant capabilities experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks. A wide degree of creativity and latitude is expected.

Detailed Job Description:

This position is responsible for defining and implementing the business process changes that must be made to the CWW, W-2 and related programs information systems in relationship to changes in program policies and procedures, federal reporting, financial reporting, program monitoring, contracts, and audits. The position is also responsible for writing operation memoranda to explain to agency workers what is changing, how the associated new functionality will work and how the worker should enter information.

The Information Systems Business Automation Specialist for the CWW, W-2 and related programs is responsible for translation of federal law and regulations, state law and administrative rules as well as W-2 and related programs policies and reforms into systems business requirements that need to be incorporated into the major information systems that support CWW, W-2 and related programs, including:

• Client Assistance for Reemployment and Economic Support (CARES)

• CARES Worker Web (CWW)

• Emergency Assistance Tracking System (EATS);

• Barrier Screening Tool (BST); and

• New systems needed to carry out program functions.

This position manages all aspects of major comprehensive information technology projects for CWW, W-2 and related programs on behalf of the Employment Program Business Area (EPBA). This position analyzes and interprets federal and state laws and regulations, develops policies and processes that require changes to the information systems that support the CWW, W-2 and related programs, ensures that all phases of the software development life cycle are completed according to the needs of the business area, and all other project management responsibilities including documenting decision making, briefing bureau, division and department management on the status of projects, resolving conflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.

Must Have Skills:

  • Leads automation activities, including but not limited to analyzing IT business systems; requirements gathering, writing technical documents such as operational memos and helptext, metrics, checklists, user guides and manuals
  • Performs testing on simple to complex user scenarios in preparation for IT maintenance, enhancement or project rollout
  • Evaluates system development procedures used to verify that programs function according to user requirements and conform to establishment guidelines
  • Writes, revises, and verifies quality standards for program design and product evaluation to attain quality of products economically and efficiently
  • Acts as a liaison between business/program areas and IT developers and IT project managers
  • Facilitates meetings relating to IT/IS maintenance, enhancements or projects as well as participate in such meetings as a subject matter expert on behalf of the business/program area
  • Reviews new or modified program, including documentation and specifications, to determine if program will perform according to user request and conform to guidelines
  • Recommends program improvements or corrections to programmers/developers in BITS. Identifies differences standards
