Summary
Incumbent is a Supervisory Plant Physiologist/Geneticist/Molecular Biologist for the Cereal Crops Research Unit, Madison, Wisconsin. The mission of the Research Unit is to conduct basic research on biological processes affecting the growth, development, and properties of barley, evaluate these findings for potential applications to improve cereal quality, and provide malt quality analyses to US public sector barley researchers both in ARS and at State Agriculture Experiment Stations.

Duties
- Improve the quality of barley malt with emphasis on manipulating enzyme systems to increase production of fermentable sugars during malting and mashing.
- Identify genes and gene products that enhance malt quality and abiotic stress resistance,
- Elucidate genotypic and environmental effects on quality characteristics of barley,
- Determine contributions of critical genes and enzymes to malt quality, and
- Build and distribute current databases of variation in quality traits through evaluation of breeder?s samples and germplasm collections.
- Supervisory duties include:
- Providing vision, establishing and maintaining an advisory stakeholder base and developing research programs to address stakeholder priorities.
- Exercising leadership and supervising personnel assigned to the unit.
- Maximizing the creativity and productivity of the unit
- Hiring personnel and managing the human, fiscal and physical resources assigned to the unit.
- Serving as the Unit fundholder.
- Providing technical information and consultation both internal and external to Agricultural Research Service.
- Ensuring the proper interpretation and reporting of scientific research results.

This is an interdisciplinary position and may be filled in any of the job series/position titles listed. In addition to the specialized experience requirements, applicants must submit proof that they meet the educational requirements for at least one of the series described in the announcement. QUALIFICATION REQUIREMENTS
Minimum qualification requirements are found in the OPM Qualification Standards Operating Manual for General Schedule Positions.
Qualification requirements must be identified for each grade level advertised. General Natural Resources Management and Biological Sciences Series, 0401
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Plant Physiologist Series, 0435
- Degree: botany or plant physiology; or a related scientific discipline that included at least 10 semester hours in plant physiology.
- Degree: genetics; or one of the basic biological sciences that included at least 9 semester hours in genetics.
In addition to meeting the basic requirements for one of the series described above, applicants must also meet the additional qualifications requirements as stated below.
GS-14: Applicants must have 1 year of specialized experience (defined below) equivalent to at least the GS-13 grade level in the Federal Service.
- Planning and conducting independent research related to developing methods and strategies for improving the quality and/or processing of cereal grains.
- Experience using at least two of the following methods to suggest ways to enhance the quality and/or processing of cereal grains, including transcriptomics, proteomics, genomics, protein purification, kinetic and physical characterization of proteins, gene cloning and mutagenesis, production of recombinant proteins in fermentation systems.
- Managing human, fiscal and physical resources to accomplish research goals and
- Publishing independent research results related to methods and strategies for improving the quality and/or processing of cereal grains in peer-reviewed scientific journals.
- Leading research that contributed to the development of new methods and strategies for improving the quality and/or processing of cereal grains.
- Demonstrated success at using two or more of the following methods to accomplish enhancement of the quality and/or processing of cereal grains, including transcriptomics, proteomics, genomics, protein purification, kinetic and physical characterization of proteins, gene cloning and mutagenesis, production of recombinant proteins in fermentation systems.
- Developing and maintaining relationships with commodity groups and stakeholders.
- Demonstrated stature within the scientific community (Technical consulting, Society board member, Journal Associate Editor, Society program committee chair etc.).
- Managing human, fiscal and physical resources to accomplish research goals of a collaborative group of peer scientists and
- Publishing independent research results related to methods and strategies for improving the quality and/or processing of cereal grains in peer-reviewed scientific journals.
