The Controller is responsible for developing and maintaining accounting principles, practices and procedures to prepare and present accurate financial statements while working with Department Heads and others as needed to ensure work is properly allocated and completed in a timely manner. This position addresses tight deadlines and a multitude of accounting activities including general ledger preparation, financial reporting, yearend audit preparation, cost report preparation and the preparation of the annual operating budget.

Essential Job Functions

* Responsible for the annual operational budget and plan for the fiscal year. Assist other departments in statistics, information, assistance, and guidance in submission of budget. Coordinate and be responsible for the budget team consisting of representation of Human Resources (salaries & wages), Materials Management (equipment & improvements), Administration (CEO or designee), department representative (department Head, Assistant, Board Representatives), and the CFO. Assist in presenting the budget as needed.
* Prepare and issue monthly budget to actual reports for departments with the help of the accountant. Follow up on areas of concern.
* Prepare a quarterly analysis of performance of each department and service as compared to prior year and budget. Report should contain income, salaries and wages, other expenses, allocated overhead expenses and contractual allowance gain or loss (where applicable) and pertinent comments concerning the analysis. This should be completed within 45 days following the end of the quarter. Responsible for the effective management of fund resources by all other managers.
* Financial controls are maintained; understand benchmarking data and investigates unusual variances from best practice and other peer groups.
* Establishment of accounting policies, development and reporting of account and statistical data, cost finding and analysis, third-party cost reports and internal audits, accounting systems and procedures, reporting and interpretation of results of operations to hospital administration/management and comparison of performance with operating plans and standards.
* Complete Medicare Cost Report in a timely and advantageous financial manner. Understand reimbursement strategies to insure the cost report is complete the most accurate manner. Responsible for accurate presentation of Medicare bad debt for the Medicare cost report.
* Establish, maintain, and administer an effective collection system that keeps account receivables at a minimum.
* Advises staff regarding the handling of non-routine reporting transactions. Assist in development and implementation of new procedures and features to enhance the workflow.
* Report and meet regularly with the CFO to discuss financial status, business functions, managed care, coalition and other issues.
* Assure that assets and cash are invested in a timely manner, at best investment rate, and in accordance with the criteria established by the CEP and Board of Directors Finance Committee.
* Preparation of annual Hospital tax return, Form 990 in a timely and accurate manner.
* Prepare monthly financial statement and investment schedule in an accurate, timely and presentable manner and brief CFO on its status, specifically prior to each monthly Board of Directors meeting.
* Responsible for the prompt delivery of the financial reporting to the Board of Directors no later than Thursday prior to the meeting.
* Coordinate and assist the auditors (Hospital and Governmental) in completing the necessary audits. In order to reduce cost of audit, prepare entries, schedules, etc. prior to and at time of audit.
* Works with the Revenue Cycle Director to establish, coordinate, and administer, an adequate plan for financial control of the hospital in coordination with the CFO. Responsible for the effective management of fund resources by all other managers.
* Establishment and execution of programs for the provision of capital required by the hospital, including negotiating the procurement of capital and maintaining required financial agreements.
* Responsible for protection of assets and loss prevention through internal controls and internal auditing.
* Establish and maintain communications with creditors, third-party payors, government agencies, hospital associations, etc. Responsible for debt reporting requirements and monitoring the required covenants to insure compliance.
* Consult with and advise accordingly to the hospital management team on hospital policies, operation and objectives, and the effectiveness thereof.
* Review and negotiating Managed Care contracts, Provide necessary financial analysis of the contracts. Maintain a current listing of contracts detailing key terms. Provide annual reporting as required by the contracts. Consistently work with the CFO and subordinate supervisory personnel in the development and ongoing maintenance of goals, forecasts, plan and budgets for area of responsibility. Review all Budget Amendment requests, determine the need, and make recommendation to the CFO. Track all budget amendment for regular reporting and follow up.
* Participate with other members of management in meetings regarding a wide range of hospital policies, plans, and programs, such as long-range planning, equipment needs, physical facility expansion, introduction of new services, budget preparation.
* Responsible for maintaining effective and efficient accounting systems and procedures in order to provide the hospital with an accurate picture of its financial position and maintain its financial stability.
* Attend meetings of professional, civic, and service organizations as a representative of the hospital, as required.
* Continually practice and promote Performance Improvement specific to the respective department and in correlation with other departments to provide safe and effective quality care.
* Adequately perform and/or delegate other duties as deemed necessary for the continued viability and success of the department and organization as a whole.
