Overview of a Property Officer
Pertemps have an exciting opportunity within Harrow Council for a self-driven and motivated Property Officer to join an expanding team. The role of Property Officer has a competitive pay rate of £17.10 per hour. Other benefits include excellent training and support for career development and 21 days holiday (excluding Bank Holidays).
The Main Purpose of a Property Officer:
"Effectively manage service charge income (annual and major works) on a patch basis, including personal contact, producing reports, and supporting documents for senior officers and liaison with the mortgage lender, court service and legal team as necessary.
"Be proactive in making early personal contact with leaseholders to establish the reason for non- payment.
"Identify the reason for non- payment, complete income, and expenditure assessments, make fair and reasonable agreements and monitor repayments.
"Identifying leaseholders with serious multiple debts at an early stage and make referrals to money/debt advice services.
"Agree and create payment plans on customer accounts promoting the use of Direct Debits and Standing Orders.
"Set up and monitor Direct Debit instructions and process any cheques received appropriately.
"Investigate and process: - payment transfer requests, refunds for the movement of credit balances and missing or misallocated payments in accordance with policies and procedures.
"Deal effectively and accurately with service charge enquiries, resolving problems or disputes where possible and passing enquiries onto other sections and departments for a response where necessary.
About you, the successful applicant will have:
"Knowledge of Commonhold & Leasehold Reform Act 2002; Landlord and Tenant Act 1985; Housing Act 1980 & 1985; Law of Property Act 1925.
"To be able to interpret a range of leases and transfer agreements and apply this to resolve queries.
"Knowledge of service charge collection and arrears recovery action, issues, techniques, and processes.
"Good knowledge of service charge and major works calculation and billing process.
"Working knowledge and application of Leases, covenants, and Leasehold Valuation Tribunal.
