Description:
RDTS is to provide the Security and Intelligence Operations Directorate at the Naval Surface Warfare Center, Port Hueneme Division, with specialized security, intelligence, information technology, programmatic, and administrative services capable of supporting current and future initiatives and programs.
We are seeking a contract Physical Security Specialist to provide physical security support to the Security and Intelligence Operations Directorate. This role requires the following, but are not limited to:
- Providing support with visitor identification, clearance verification, visitor access control, security checks, and security escorts. The Contractor shall provide security escorts to command visitors and complete end-of-day security rounds in accordance with operating procedures.
- Escorting visitors having official business but who do not have at least a secret-level security clearance or a specific sponsor within the building. For those persons who have a specific sponsor, the Contractor shall notify the contact that the visitor is waiting in the lobby. The Contractor shall issue appropriate badges to all visitors entering buildings. Additionally, the Contractor shall assist with the Outlook calendar used for the scheduling of conference rooms. Any questions regarding a security clearance or escort shall be referred to the Departments Security Officer.
- Maintaining Authorized Personnel list and enable badge access for those personnel meeting established Security and Program requirements.
- Supporting the management of key control (issuance, return & tracking). This includes completing annual key inventories and tracking the temporary, daily check out of keys; and completion of Key Memos for the Security Officer review and signature when new keys are required.
- Assisting with inquiries and investigations through data gatherings and acting as the liaison between coordinator and customer. The Contractor shall identify requirement for initiation of Preliminary Inquiries (PI), provide PI documentation and examples to designated Preliminary Inquiry Officer (PIO); and track PIs to ensure required reports are delivered according to established policies and regulations. Investigations include Electronic Spillages, Counterfeit Materiel, and general security violations.
- Auditing and inspecting security containers and contents, change lock combinations, identify information security violations or infractions associated with security containers; assist with classified material accountability and inventories. The Contractor shall generate inspection and inventory reports.
- Assisting with conducting physical security surveys, threat, and risk analysis, conduct random antiterrorism measures, review UFCs and recommend new construction building requirements, review secure room construction requirements, conduct fence line and lighting surveys reports once a year or as needed.
- Providing physical security assistance of force protection/antiterrorism and other physical security programs. The Contractor shall support the scheduling and execution of random anti-terrorism measures and execute additional security required during the normal working day when higher threat conditions dictate.
To be considered, candidates must possess the following qualifications:
- Active DoD Security Clearance.
- Bachelor's degree; Nine (9) years of equivalent experience in personnel security systems can be substituted for degree.
- Five (5) years' experience in physical security systems. This experience includes:
- Responsible for managing the physical security self-assessment and resource management programs;
- Planning and conducting installation vulnerability assessment and physical security survey, to include scheduling and conducting physical security audits (inspections);
- Maintaining a Physical Security Action, coordinates and maintains an up-to-date Threat Assessment;
- Reviewing background investigations and cases files for national security issues;
- Preparing synopses for investigations and other security related matters;
