COMMUNITY DEVELOPMENT DIRECTOR
Annual Salary Range: $99,316 - $127,387

SUMMARY OF DUTIES: Under the general direction of the Land Use Bureau Chief, the Director of
Community Development is responsible for the overall operation and function of the Community Development Office.

MINIMUM QUALIFICATION REQUIREMENTS : Graduation with a Bachelor's Degree from an accredited college or university and a minimum of five (5) years' of experience in grant management, two (2) of which must have involved supervisory responsibilities.

A degree in business administration, public administration, planning, political science, or a related field; and experience in housing rehabilitation and construction are preferred; or any such combination of education, experience, and training as may be acceptable to the hiring authority. A Master's Degree in public administration or urban planning may substitute for one (1) year of experience .

The Community Development Director will direct, oversee, and supervise the administration of the following programs and administrative functions:

  • Federal/state grant funds process as required by HUD/funding agency.
  • City's Annual Action Plan, Five-Year Consolidated Plan, Fair Housing Analysis, Citizen Participation

Plan, and associated HUD plans and reports.

  • Review and approval of individual loans for assistance, requests for loan subordination, loan paybacks from program loans, and collection of delinquent accounts.
  • Completion of various reports, including Annual Grantee Performance Report, and other financial and statistical reports as required.
  • Knowledge and understanding of government programs including, but not limited to, Community

Development Block Grant (CDBG) program, Home Investment Partnerships Program (HOME), and all applicable federal regulations.

  • Supervise the duties of the Community Development Program Specialist and Office Support Specialist to ensure compliance with all local and federal regulations including, but not limited to, the completion of agreements, environmental reviews, project oversight, and the disbursement of funds.
  • Supervise office activities, accounting records, claims, purchase orders, bank deposits, requests for U.S.

Treasury funds, equipment purchases, and other matters relating to the budgetary requirements for the overall Community Development operating budget.

  • Review and analyze information to formulate and promote housing policies/plans compatible with, and to be included in, overall city planning efforts.
  • Design programs and activities using funds from various federal programs including Community

Development Block Grant and HOME projects; develop project guidelines and the process by which the projects will be implemented consistent with all rules and regulations.

  • Serve as a liaison between the Community Development Office and other City departments, agencies, and organizations and present information on behalf of the departments to other groups involved in assigned projects.
