Position Summary
The Controller will join a small but growing team that provides accounting and financial support to a high-growth international organization with a $20M annual budget. The Controller will be responsible for high quality and compliant accounting operations, corporate budgeting, and corporate financial reporting and analysis. The Controller will also play a role in the financial management of GFEMS Cooperative Agreements to include developing and negotiating award budgets, producing financial reports for donors, and budget to actual reports for management as well as providing high-level finance support and guidance to the teams overseeing implementation grants awarded by GFEMS. The Controller will play an integral role in setting financial policy for the organization. They will ensure the integrity of financial information and protect monetary resources through a comprehensive system of internal accounting controls and documented policies, processes and procedures. The position has three reports: an Accountant and two Financial Associates that support financial management of implementation grants awarded by GFEMS.
Position Responsibilities
Accounting:
- Implement accounting policies and processes that are fully compliant with USG funding rules (2CFR200) and international donor guidance
- Oversee the monthly close process including completion of monthly close checklist, and oversight/preparation of monthly journal entries for payroll, fringe benefits, overhead allocations and others
- Prepare monthly and annual financial statements
- Ensure accounting documentation is complete and accessible for all booked transactions
- Ensure accounting processes are timely, accurate, and in compliance with applicable guidance
- Primary liaison with external auditors for annual audit
- Oversee preparation of Annual 990 filing
Finance
- Collaborating across the organization, lead the development of annual budgets and quarterly forecasts
- Prepare management reports including budget-vs-actual spend and related analysis
- Develop and analyze key financial metrics, including regularly maintained internal dashboards
- Prepare internal financial management reports for management, Board, and other audiences
- Monitor cash-flow needs
- Support cost analysis on procurements
Award-level Finance
- Collaborating across the organization, lead the development of donor and project budgets, ensuring compliance with donor policies (includes both proposal budgets and updating budgets for active awards)
- Prepare and evaluate line item budget-versus-actual reports
- Coordinate quarterly forecasting
- Prepare Federal Financial reports (SF425s) and other donor financial reports
- Forecast cash requirements and prepare cash advance requests
- Ensure correct classification of expenditures, according to grant terms and guidelines
- Support financial oversight of subawards and contracts, including quality assuring the reasonableness of expenditures and ensuring compliance with donor policies
- Support Finance Associates and Grant Program staff in financial monitoring of subrecipients, to ensure adequate financial reporting to GFEMS including audits
Experience/Qualifications
- Bachelor degree in Finance, Accounting, Economics or other business related field - or equivalent experience; CPA or Masters in a related field preferred
- 5+ yrs of accounting experience; experience in USG funded international organization required
- Experience in developing detailed grant program budgets and financial reports;
- Advanced Excel skills and experience with Quickbooks or other GL systems required
- Excellent organization, attention to detail, and data management skills required
- Demonstrated ability to communicate effectively about financial management topics across teams internally, and with external stakeholders, including across a range of cultural backgrounds required
- Familiarity with donor requirements such as allowable versus unallowable costs, and other budgeting principles required
- Efficient multi-tasker with ability to coordinate people at all levels of an organization required
- Proficiency in data analysis and visualization required
- Ability to travel internationally - up to 10%
