Duties

As a Human Resources (HR) Specialist within the Office of Civilian Human Resources Operations, you will serve as an HR Specialist for a significant HR functional area, such as Delegated Examining Authority and/or lead special project initiatives. You will provide classification and staffing services for major organizational elements.

Being a CG civilian makes you a valuable member of the CG team! Typical work assignments include:
  • Providing authoritative advice on complex position classification issues and ensuring that the application of position classification standards is accurate and consistent.
  • Advising top management and subordinate management levels on recruitment, examination, and selection processes.
  • Forecasting long and short-range staffing requirements and developing recruitment strategies to fill positions.
  • Providing agency management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of personnel policy.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

As required by Executive Order 14043 and guidance issued by the Safer Federal Workforce Taskforce, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

At the GS-12 level: Applicants must possess at least one year of specialized experience directly related to the occupation equivalent to at least the GS-11 grade level. Examples of specialized experience may include: Providing a broad range of advisory services in the areas of recruitment and placement, position management, classification, targeted recruitment, special employment programs, and workforce planning; working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization; analyzing, evaluating, classifying positions to assign occupation series and grade; performing job analyses to establish and validate rating, ranking, and selection criteria for general schedule and wage grade positions; and providing advice and assistance on performance management, awards and basic employee benefits.

At the GS-13 level: Applicants must possess at least one year of specialized experience directly related to the occupation equivalent to at least the GS-12 grade level. Examples of specialized experience may include: Providing advice and guidance to management that reflects a thorough knowledge of, and adherence to, human resources regulations, laws, practices and procedures; providing advice and guidance to management regarding reorganizations, functional changes, and personnel changes; providing expert and authoritative advice on complex position classification issues ensuring that the application of position classification standards is accurate and consistent for wage grade and general schedule positions; providing presentations and briefings on human resources and topics, policies, and initiatives to Senior Managers, Supervisors and Employees; performing studies on complex topics that cross functional lines and participate on work groups; preparing recruitment materials, including position descriptions (PDs), job analyses and job questions for general schedule and wage grade positions; advising management on recruitment and placement, position management, classification, targeted recruitment, special employment programs, and workforce planning.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
