Duties
Duties include but are not limited to the following:
- Works with specialists to prepare information supporting civilian HR programs in a variety of areas such as: recruitment, staffing, placement, compensation, leave, position management, and classification
- Completes data gathering and basic analysis for others in order to support responses or reports.
- Prepares sections of routine human resources reports and analyses to support HR programs.
- Applies basic knowledge of HR methods principles and practices to support and assist specialists in fulfilling their HR management responsibilities.
- Communicates factual information clearly, orally, and in writing to operations center personnel, employees and managers on recruitment, examination, and selection processes
- Researches the best practices regarding recruitment methods and policies, proposes recruitment strategies or outreach initiatives.
- Becomes familiar with and uses detailed guidance to assist with the preparation of factual information and routine interpretations of compensation, leave and hours of work, staffing and classification policy and procedures
- Performs all required HR assignments with an emphasis on providing specialists, supervisors, and employees with outstanding customer service.
- Utilizes automated staffing systems to complete basic information to support staffing and placement reviews/reports, information on compensation, leave/hours of work, drug testing programs.
- Assignments gain more complexity and independence as incumbent progresses toward full performance level of GS-12

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-05:
You must have 3 or more years of general experience, with one (1) year, equal to or exceeding the GS-04 in the Federal government. General experience includes: Serving as a trainee or assistant to higher level Human Resources specialists performing in the various fields of Human Resources/Human Capital; Performing data gathering, research and or reviewing regulations/procedural guidance; communicating basic information to customers/staff; preparing or contributing to organizational reporting functions; utilizing automated systems to input, retrieve and document information.
OR
Have successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
OR
Have a combination of successfully completed education and specialized experience as described above, the total of which equals at least one year.
GS-07:
You must have one (1) year or more of specialized experience equivalent to the GS-05 level in the Federal service serving as a trainee or assistant in a human resources specialty area providing basic information on the procedural and regulatory requirements governing human resources processes; gathering and analyzing basic facts; and researching the basic laws, regulations, and precedents for guidance in the various fields of Human Resources/Human Capital Management; providing guidance, information and/or responses to questions in designated fields.
OR-
Have successfully completed one full year of graduate education, in an accredited college or university, that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR-
Have successfully completed all of the requirements for a bachelor's degree from an accredited college or university and claim eligibility for superior academic achievement. (Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership and must have been gained in a curriculum that is qualifying for this position.
OR-
Have a combination of successfully completed education and specialized experience as described above, the total of which equals at least one year.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the next lower grade levelis required to meet the time-in-grade requirements for each grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
