Job description
The AvantGarde, LLC (AG) Human Resources Specialist, Training and Development, supports the AG client at the Architect of the Capitol (AOC), a Title II agency, in the Talent and Development Branch by providing a full scope of training and employee development advisory services and assistance to managers and employees. This is a FT 40 hour per week position. The Specialist will work remotely 100% at this time and help offer classes via skype or zoom as there is no plan for in-person courses currently. However, the Specialist will help deliver in-person courses in the future, which will require working onsite at AOC offices in Washington, DC.
The WORK
- Provides technical and/or sensitive human resources advisory services to managers and employees on matters related to employee and career development and training.
- Conducts training needs assessments to determine programs and opportunities to best meet the employees' training needs. Formulates options and recommendations for resolving employee and/or career development and training concerns and presents them to management. Recommendations to managers include available options when organizational policy or program changes are required to address specific issues or include providing customized workshops or assessments to meet their specific needs.
- Researches best practices for assigned workforce development programs and develops and presents recommendations regarding learning and development programs and services.
- Performs task analysis of positions to confirm the skill and knowledge requirements and to identify any deficits in skills or knowledge that can be improved with training and development opportunities. Researches and recommends certain opportunities to address those deficits.
- Utilizes a wide variety of learning methods including technology-based methodologies to provide consultative services to serviced customers, ensuring that the HCMD activities are consistent with the customer's needs.
- Develops training and development activities, materials, and resources for learning and development programs and services and cohort groups.
- Conducts training and informational sessions related to assigned workforce development and continual learning services. When providing on-site training, ensures facilities, training materials, and equipment are available. When external training resources are recommended, determines the availability of training funds to cover tuition and other related costs and the applicability of the resources to meet the training need.
- Administers supervisory and leadership programs and other career development programs, to include design, development, implementation, monitoring and program analysis, evaluation and reporting for workforce development services. Coordinates with the Talent Acquisition and Classification Branch in the development of position descriptions and career ladders to provide opportunities to hire applicants with minimal qualifications into positions which will provide opportunities to develop skills and knowledge to allow advancement to full-performance administrative and journey-level trades and labor positions.
- Prepares and consolidates clear and concise reports, management briefing papers and presentations, correspondence, program guidance and participation guides.
The REQUIREMENTS
- Bachelor's Degree in HR or related field and 5 years of experience leading and developing training programs for an organization; OR the equivalent combination of experience, training, and education.
- Experience interpreting and applying laws, regulations, policies and practices, advice and guidance to employee, managers, supervisors.
- Experience leading and development training programs in either the federal government or as a government contractor is preferred.
- Exceptional organizational skills, with the ability to handle multiple priorities.
- Excellent writing and communication skills with specific attention to detail.
- Excellent analytical and research skills.
- Excellent, demonstrated customer service skills.
- Must pass a standard AOC background suitability check and work 5 days per week on a pre-arranged and approved schedule within normal work hours (i.e., between the hours of 7 a.m. - 6 p.m.).
