Proposal Coordinator Tysons Corner, VA (remote)

Integrated Systems (ISI) is currently seeking a qualified Proposal Coordinator
to join our team.

The Proposal Coordinator
will coordinate the company's efforts in responding to Federal government solicitations (e.g., Sources Sought Notices, RFIs, RFPs, RFQs). The Coordinator will work with the company operations and functional staff including program managers, contracting, finance, human resources, recruiting, and business development, to direct and coordinate cross functional activities for proposal efforts. This person must be able to evaluate solicitation requirements, format templates, coordinate proposal response schedules, work assignments, conduct compliance reviews, assemble and submit proposal responses to government agencies.
The ideal candidate will have 5-10 years of demonstrated success in the federal government IT industry serving in the role of proposal coordinator/manager; possess knowledge and experience in proposal preparation such as creating proposal templates, leading the day-to-day activities of a proposal team such as conducting synchronization meetings, and packaging proposals for delivery; and possess the ability and experience to rationalize diverse proposal content input and integrate and assemble that content into a coherent readable draft narrative. A general understanding of IT terminology, technologies, and concepts is a plus.
Duties & Responsibilities.

  • Read and evaluate RFPs and identify omissions in the RFP instructions requiring Government clarification to deliver a complete and compliant proposal.
  • Develop compliant proposal templates and annotated outlines for all volumes to meet RFP requirements.
  • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; reporting proposal status information; and transmitting proposals.
  • Exercise full responsibility and authority for all government proposals and bid preparations; leading proposal internal and external teams; conducting recurring synchronization meetings; organizing and conducting ad hoc team meetings, as required.
  • Review proposal content input from contributors and perform first level technical editing to rationalize, integrate, and assemble that content into a coherent narrative for final review; identify gaps in the narrative and issue appropriate guidance to proposal team to close gaps.
  • Coordinate final production and delivery of proposal responses including coordinating final technical editing and desk top publishing. Transmit proposals to government POCs.
Required Skills.
  • Bachelor's degree
  • 5-10 years of experience working in the federal government IT industry in a proposal operations role.
  • Proposal coordination/management experience.
  • Experience in writing government contract proposals.
  • Proficient in MS Office 365 including Teams and SharePoint.
  • Knowledge of various government procurement vehicles.
  • Exceptional meeting facilitation, editing, and organizational skills.
  • Excellent oral and written communication skills.
  • Technologically savvy to navigate and organize electronic submissions and online bids.
  • Experience working with, and leading, cross functional teams.
Preferred Qualifications.
  • Prior experience working in the Federal government contracting arena.
  • Shipley or similar proposal training experience
