POSITION DUTIES
Within the Office of Grants, Policy, and Procurement this position provides senior level policy and procedure administration. The individual in this position will support subject matter experts to research, develop, and prepare Department of Public Safety and Correctional Services' policy and procedure for issuance by the Secretary and other top level executives. The work requires exceptional written and oral communications skills, an ability to prioritize and execute tasks in a fast-paced environment, as well as, remarkable interpersonal skills with special sensitivity to resolving organizational issues. The individual hired for this position will understand grammatical conventions and write in a clear and fluent manner. Workload demands efficient and effective organizational, interviewing, and communication skills. The individual in this position will be highly self-motivated and autonomous. Work products and related outcomes are extremely visible to the public, as well as, all levels of Department and non-Department representatives and, therefore, have significant effect on employee and public confidence concerning operational activities.
* Conducts research and analysis necessary to develop and determine the impact of proposed policy and procedures on the Department's operational and administrative responsibilities.
* Acts as liaison with Department staff to coordinate the drafting, review, and assessment of proposed policy and procedure documents.
* Prepares proposed policy and procedure documents in final format for legal and executive review.
* Prepares and oversees the posting of authorized policy and procedure documents to the Department's intranet and public website.
* Assists with planning, development, and coordinating major Department policy initiatives.
* Prepares, coordinates, and conducts activities associated with requirements for updating Department and agency policy and procedure documents.
* In cooperation with Office of the Secretary employees, and based on the results of document review decides the need for updating, replacement, or rescission of existing policy and procedures documents.
* Supports the internal process for reviewing, replacing, and rescinding policy and procedure documents.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS

Two years of experience researching, analyzing, writing and developing policies and procedures. * Note: Your writing experience must include two or more of the following types of documents: standard operating procedures, directives, general orders, technical manuals, legislative proposals with statutory text, or regulatory proposals.
DESIRED OR PREFERRED QUALIFICATIONS
The following qualifications are preferred, not required:
* A Bachelor's in English, Communications, Technical Writing, Political Science, or related subject matter.
* Previous professional work experience in project planning and management or facilitating discussion amongst interdisciplinary teams.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
