Job description
GENERAL FUNCTION
Under the supervision of the Human Resources Manager, the incumbent is responsible for assisting in the administering all HR programs at the Hagerstown Plant. Activities include Recruitment and retention, employee/labor relations, compensation and benefits, training and development, and strategic planning for all salaried and hourly employees including onboarding new hires, open enrollment coordination, investigations, and communications. Ensure compliance and consistency of the plant attendance and disciplinary policies to minimize legal liability and unemployment expenses. Maintain employee personnel files and records in accordance with Records Retention Policy. Comply and support a safe working environment at all times.
DUTIES/RESPONSIBILITIES
HR Record Management
- Complete and maintain personnel reports, including hires, terminations, and other reports as needed
- Assist in maintaining and updating personnel files, ensuring files are in compliance with employment law
- Assist with tracking onboarding progress for new hires (drug testing, background checks, etc.)
- Maintain and monitor Boost Training as an administrator. Run Reports based on Training assigned by Corporate.
- Assign Employee badges
- Give Employees door access appropriate to their position
- Enter card number into Kronos
- Share card number with all parties with a "need to know"
- Complete HR reports and special projects as assigned
- Process unemployment claims and attend hearings as required

Payroll & Benefits Administration and Support
- · Assist HR/payroll coordinator with mass entry of vacations into KRONOS and act as backup to Payroll Coordinator as needed.
- Assign Badges as needed
- Conduct follow-ups with employees to confirm that dependent data has been supplied to the benefits administrator within the time frames required
- Review enrollment/selection decisions
- Provide information regarding 401(K) plan and Pension Plans
- Assist in Leading LiveWell initiatives and participation
- Troubleshoot and assist employees in receiving resolution to payroll and benefit related issues
- Enter employee information and updates in PeopleSoft
- Complete Retirement Forms for team members as needed and submit to 3rd Party Administrator.
- Employee and Labor Relations
- Conduct Investigations
- Track grievance stages, respond to grievances, attend mediations & arbitrations as necessary and maintain detailed notes for the files. Draw up Agreements and obtain necessary signatures.
- Run monthly Reports and send to Union (Dues Summary, Seniority Report, Union Job Code Report, Staffing Sheets
- Recruitment and Retention
- Complete Job Requisition forms and obtain approvalS
- Post open hourly positions for bid purposes and report bids with Union Representative seven (7) days from the date posted.
- Log positions at time of bid and time of award on Staffing Sheets. And bid
- Remove posted bids with a Union Representative present seven (7) days from date of posting, post bid winner log on Staffing Sheets.
- Prepare New hire letters (using template) and follow up to ensure all paperwork is received and maintain according to file requirements
Complete background checks and schedule drug test for pre-employment (hourly)
Prepare and send TBNT letters to individuals interviewed and not hired
Assist with Completing Strategic Workforce Planning (SWP) annually
Employee Training / Communication
- · Maintain communication boards with updated legal posters and Company Communications.
- · Maintain PD Pillar TVs with updated Company Communications making changes weekly.
- · Arrange HR related employee meetings (PD Pillar, 60-day New Hire Follow ups)
- · Administer plant attendance program, ensuring accuracy of records and dissemination of reports in absence of Payroll Coordinator.
- · Assist in prepare organizational announcement drafts for review/approval - new employee and/or new positions (using CT template)
- · Attending daily morning huddle and walk the floor to see if employees need anything from HR and respond back to employees timely (24-48 hrs.)
- · Maintain Boost training database as administrator (following up as necessary to ensure training is completed timely.
- · administer payroll and benefits for a Union property over 300 employees.
- · work within the parameters as defined by CertainTeed policy, and Federal regulations.

- advise employees and supervisors on all personnel issues, and recommends changes to CertainTeed policy as needed. The incumbent refers deviations in protocol to the HR Manager for approval.
Audit Quarterly.
Qualifications: BA or BS, or equivalent experience in HR management or related field is required. The incumbent must have a background in HR, recruiting or general manufacturing field of at least 3-5 years, a working knowledge of HR procedures, including benefits, hiring, and training and employee/labor relations. The incumbent must possess strong interpersonal and communication skills to work with all levels of people and employees. The incumbent should be familiar with continuous manufacturing environment. The incumbent should have PC skills, and knowledge of spreadsheets, word processing, and database including PeopleSoft HRIS platform and Kronos Time & Attendance payroll data entry and processing.

Pay: $35.00 - $45.00 per hour
