Job description

This position has responsibility for ensuring the consistent application of human resources policy and practice throughout the company. The incumbent will provide consultation on application of policies and procedures, ensuring compliance with established standards and laws. The incumbent will support managers in fostering a safe workplace and a healthy employee-employer relationship. The position strives to ensure Human Resources goals are aligned to meet service and agency objectives.

* Maintains the integrity of the Human Resources function by ensuring the consistent application of policies, procedures and practices throughout the company.
* Participates in the development of strategic goals and initiatives for the department and manages the implementation of projects which support the timely completion of each.
* Oversees the employee relations function and partners with management to ensure the fair and objective application of the corrective action/progressive discipline process especially in the areas of performance management, workplace and HCSIS related investigations, allegations of harassment and discrimination, and employee development/action plans.
* Approves all involuntary terminations and ensures the process offers dignity and respect to the employee while protecting the interests of the company.
* Investigates, answers, and responds to all legal and third-party (EEOC, PHRC, City of Pittsburgh) requests as it pertains to employees and any charges of discrimination, retaliation, hostile work environment and related issues.
* Ensures human resources policies, procedures and practices are current and compliant with all federal, state and local regulations. Ensures leadership and HR staff are updated.
* Oversees the completion of surveys, (workplace demographic requests) reports (EEO1, census) and requests for information.
* Oversees the workers compensation program for the company. Develops procedures and processes that maintain the integrity of the function. Administers and oversees modified duty and return to work initiatives to minimize employee lost time.
* Represents the company at various HR professional associations and events.
* Administers all leave policies to the employee population.
* Assist in development and maintenance of a long-term retention plan. Work individually with programs to customize staff retention strategies. Recommend creative and cost-effective ideas to optimize staff morale. Support and encourage an environment of mutual respect and recognition towards staff.
* Develops staff recognition opportunities and initiatives. Initiates and develops opportunities for positive employee relations to ensure that employees feel valued and engaged.
* Attends monthly management meetings.
* Counsel supervisory staff on employment law and legal requirements. Provide options to ensure disciplinary actions and avoid liability windows.
* Maintain strict standards of confidentiality regarding agency staff and clients.

EDUCATION and/or EXPERIENCE

Bachelor's degree in human resources, business or related discipline. Three years human resources experience. Employee Relations specific experience preferred.

* Able to work independently and as part of a team.
* Willingness to travel
* Displays exceptional interpersonal communication and leadership presence.
* Ability to understand and apply basic mathematical concepts.
