Job Description


ProSource360 Consulting Services, Inc. is seeking a contract Budget Analyst to provide support to Defense Intelligence Agency's (DIA's) Chief Information Office (CIO) in Washington, DC. The Budget Analyst will be responsible for collecting and reporting requirements. He/she will also develop and implement business rules governing CIO Unfunded Requirements (UFR's), spend plan changes, and contract under-burns.

Responsibilities:

  • Support CIO business management function, as directed, to include process analysis, operational reviews, business policy reviews, and impact assessments to assist senior CIO decision-makers
  • Budget execution services to include, but not limited to, budget execution and oversight, spend plan development, disbursing activities and acquisition procurement development and processes
  • Develop and present financial management briefings for senior CIO, CFO and DIA leadership as directed
  • Track, control, and report current and out year financial posture of contract cost and contract FTE
  • Conduct monthly, quarterly, and annual un-liquidated obligations (ULO) assessments in collaboration with the Chief Financial Officer (CFO)
  • Develop un-liquidated obligations standard operation procedures (SOP) and desktop guides
  • Provide technical support to process, track, and coordinate acquisition packages in CMS for all CIO requirements
  • Engage and collaborate with DIA customers, non-DIA customers, and vendors to remediate financial discrepancies
  • Develop data visualizations dashboards and SharePoint sites.

Qualifications:

  • Minimum of three (3) years' experience managing quantitative and qualitative budget formation, and financial/cost analysis
  • Minimum of three (3) years' experience in formulating, justifying, and controlling DoD budget in accordance with executive orders, public law, strategies plan, program objective, and battle rhythms
  • Minimum of two (2) years' cost estimating experience for GDIP and MIP IT projects/programs under in accordance with the Department of Defense (DoD) Intelligence Planning, Programming and Budgeting System (IPPBS) and other applicable DoD financial acquisition directives
  • Bachelor(s) Degree from an accredited college and University. Degree concentration in Business Administration, Business Management, Computer or Information Science preferred, but not required
  • Active, Top Secret/ Sensitive Compartmentalized Information (TS/SCI) security clearance required
